Reserach On Synergisticgovernance Of Multi-agent Inpublic Project

Public project is an important way to realize national strategic development plan,improve people's living standard and improve social and economic environment.However,in recent years,there are many problems in the implementation of public projects in china.Based on this,the author puts forward the public project synergistic governance method,and systematically studies its related content.The main research contents are as follows:First of all,the author analyzes the current situation of public project governance,pointing out that governance difficulties include insufficient citizen participation,lack of government investor status and lack of investment constraints and non-specialization of project management agents,and analyzes the main research contents of synergistic governance.It is found that synergistic governance has certain compatibility to solve the dilemma of public project governance.Therefore,the author proposes to solve these difficulties through synergistic governance,and discusses the feasibility and rationality of synergistic governance of public projects.Secondly,referring to previous research on stakeholder classification,combined with their own understanding of stakeholders for public projects,the author divided the stakeholders into three levels: government,project organization and citizen.Based on synergy theory,resource dependence theory and deliberative democracy theory,the author constructs a model for synergistic governance at different levels.The model consists of three parts: external environment,internal synergy factor and synergy effect.Public project system has synergistic effect under the interaction of external environment and internal synergy factors.Finally,the author constructs the degree of order model of the subsystem and the synergy degree model of the composite system,and constructs the corresponding index system to measure the model through the expert consultation method of the public project.According to the measurement results to understand the overall coordination of the system,analysis of which subsystem synergy is low,and which indicators cause this result,and then targeted to solve the problem.In addition,the validity of the model is verified by analyzing the actual cases.
