Development financing has been emerged more than hundred years and has been applied in the econom ic development widely around the world. In the process of basi c industry development and the industrialization of the less deve loped countries and developing countries, its effective financing ability has greatly alleviated the plight of insufficient developing funds. In China, Development financing also blossoms fast, but there are still so me problems in the supervision and the system itself. Based on the study of the thorough operation mechanisms and system of the deve lopment financing abroad, It's not hard to find that development financing has a very powerful support and impetus on the regional econom ic development. Therefore, the study of development financing not only has high academic reference value, but also a great practical significance.Due to the representative roles of the America, Japan and Germany banks, the world ba nk and the Asian development investment bank i n the process of the regional economic development support ed by the development financing, through the thorough discussion and research we take them as an example to conclude its successful experiences and the shortages in order to provi de a useful reference to China. Secondly, in order to further promote the economic development of the Tumen river area and b etter solute the financing problems in various industries, the idea of setting up the Tumen river development bank in Jilin province is proposed, three specific form ing patterns are put forward, and its possible effect is foretasted. On this basis, the main countermeasures and suggestions on how to prom ote the development of regional economy supported by the development financing in China is presented.The paper is divided into eight ch apters and the concrete contents are as follows:Chapter 1 is the introduction. The background and research significance of the paper is elaborat ed, the relevant research literatures both domestic and abroad are carding and analyzed, and the research methods and ideas and the innovation points are put forward.In chapter 2, the support by th e development financing to the regional economic development are generally analyzed. Firstl y, the related concepts involved in t he paper are defined; secondly, the types, main characteristics, function a nd evolution of the developm ent financing are introduced; finally, the relations and distinctions between development financing and policy finance are expounded.In chapter 3, the related theories on the development financing and its support to the regional econom ic development are elaborated. The formation and evolution of the deve lopment financing and the regional economic development theory are Introduced and analyzed emphasized.Chapter 4 is about basic patterns of how the development financing supporting the regional econom ic development in the main financial institutions in America, Japan and Germany and the worldwide. In this chapter, two levels are carried on from the national classification and the international perspective respectivel y. The basic patterns of national classification of the development financing supporting the regional economic development are divided in to the U.S. market leading, th e Japanese government leading and German Banks leading, and the different financing patterns used in the above nation are elaborated. In the multilateral development financing, the supporting patterns to the regional economic development of World Bank and the Asian Development Investment Bank are expounded respectively. By comparing the above patterns, the following three conclusions are presented:One is the government's intervention in the econom y have a significant impact on the development of the country's economic system; the second is the development of de velopment financing needs to make full use of market forces; The third is the compete architecture of the development financing is the gua rantee to so lve the problem of economic development and financial support.Chapter 5 is about the organizing mechanisms of the development financing supporting for the regional economic development in the America, Japan and Germany and the main financing institutions worldwide. First of all, from the perspective of the development status of the social,economic and the financial market in the America, Japan an d Germany, the specific operation mechanism of the development financing in their social system s are analyzed, t he characteristics of which are summarized. Secondly, from the perspective of the organization, business purposes and the scope of the world banks and the Asian development banks, the pr oblems existing in the munilateral development financing supporting for regional econom ic development are introduced, from wh ere we coul d conclude that the goal and development plan of development financing supporting for regional economic development in the world banks and the Asian developm ent banks is clear and the final result is specific in details.Chapter6 is the empirical analys is of the development financing supporting for the regional economic development in the America, Japan and Germany and the m ain financing institutions worldwide. We take the following as ex amples:The Unite d States developm ent financing supported for their underdeveloped areas econom ic development(Apalachian development, East and west central railway construction etc.) Japan's developm ent financing supported for thei r Hokkaido's economic development, German's Bank of rehabilitation supported for their eastern area's (East German)economic development, The world bank to support the economic development of China and the Asian Development Bank to support the northeast and southeast area's economic development. The objectives, the speci fic contents and the following effects of their regional economic development are analyzed in detail.Chapter 7 is about the necessity, conception and effect of the establishment of the develop ment financial institution in Tum en River region. Firstly, the necessity and basic conditions of the establishment of the Tumen river bank are discussed. The establishment of the Tu men River Development Bank can effec tively solve the funds allocation problems which has been existed fo r a long term due to the market failure in this region and it can al so accelerate the realization of th e "changjitu" national strate gy. Secondly, the basi c conceptions and the mode of establishing the Turn en River Development Bank are expounded. The property, the characteristics, the service purpose and the functions that the bank should have are discussed. The three m odes of the bank and their characterist ics are explained respectively. The three modes are the local bank flop m ode, the regional provincial government jointly setting up model and the Asian infrastructure investment banking model. Finally, the expected r esults of the establishment of the Tu men River Development Bank are analyzed and the overall evaluation is positive.Chapter 8 is about the inspiration to our country. Firstly, the present development situation of how China's development financing supporting for its regional economic development is analyzed.(We take the National Development Bank and the Silk Road Fund as an exam ple).The Asian infrastructure investment b ank and the BRICS Bank which is Initiated and promoted by our country is also discussed about their supporting for the regional economic development. On this basis, from the perspective of the governm ent, enterprises and the developm ent financing institutions, the countermeasures and the suggesti ons of how to prom ote our country's development financing on its support for the regional economic development are proposed.
