Study On Three Dimension Evaluation On Benefits Of Urban Public Infrastructure

Urban public infrastructure provides conditions for the production and living of urban residents,which is the material basis of the existence and development of the city.China's urbanization process has been accelerated because of the thirty years' reform and opening up.The level of urban public infrastructure has improved accordingly,that have made important contributions for the city's economic growth,social development and environmental improvement.However,as public goods,the existence of external effects makes the infrastructure sector's private cost(benefits)and social cost(benefits)not consistent.The important role of infrastructure for economic,social and environment can not be reflected from the micro effect of the department.Urban public infrastructure is the unification of economic benefits,social benefits and environmental benefits,and it is an important contribution to the development of the whole society.Not comprehensive evaluation of the benefits of the urban public infrastructure caused the deviation of the investment construction and operation management policy,which reduced the benefits of the urban public infrastructure,and affected the development of the city.Based on economics theory,public management theory and system theory,this paper uses DEA model and TOPSIS analysis method to analyze the economic benefits,social benefits,environmental benefits and their coordination of urban public infrastructure.The main contents of this paper are as follows:Chapter one provides a logical thinking for all research work,getting the research issues,research objectives,research methods and technical route through literature review.Chapter two is the theory and method base of the study.Firstly,the paper analyzes and expounds the formation of the urban public infrastructure system and the generation mechanism,the action mechanism and the regulation mechanism of its benefits.The public goods characteristic of the urban public infrastructure is the foundation of its benefits.The benefits of urban public infrastructure are the unification of economic benefits,social benefits and environmental benefits.To improve the efficiency of urban public infrastructure is not only the private target of urban public infrastructure sector but also the public target of the whole society.Secondly,based on the theoretical analysis,the application principle and the selection basis of the evaluation method of urban public infrastructure benefits are defined,and the DEA cross efficiency model and the TOPSIS analysis method are described in detail.Chapter three describes and analyzes the current situation of the benefits of the urban public infrastructure from the perspective of input-output analysis.It concludes the theoretical and practical problems in the evaluation of urban public infrastructure benefits.It is the main problem that exists in two aspects: theoretical research and technical support.The lack of systematic and comprehensive evaluation of urban public infrastructure benefits the development of its investment and operation management policies.The economic benefits,social benefits and environmental benefits of the urban public infrastructure are evaluated in the fourth chapter to the sixth chapter.The analysis based on 35 large and medium cities of China indicates that,the economic benefits,social benefits and environmental benefits of urban public infrastructure are still to be improved.Although there is a certain positive correlation between urban public infrastructure and urban development level,the economic benefits of some developed cities is poor,which shows that developing pressure has beyond the limits of infrastructure in such cities.While,there is no inevitable correlation between social benefits and environmental benefits of urban public infrastructure and urban development level.There is no else inevitable positive correlation between the benefits of urban public infrastructure and the investment scale.It shows that,irrational investment structure is the main reason of the low efficiency of urban public infrastructure.Based on the evaluation results of chapter four to chapter six,using TOPSIS analysis method,chapter seven investigates the coordination of the economic benefits,the social benefits and the environmental benefits of urban public infrastructure.The results show that the coordination of the three benefits of urban public infrastructure needs to be improved.The consistency of the comprehensive and economic benefits is far greater than the social benefits and environmental benefits,which shows that the social benefits and environmental benefits of urban public infrastructure have not been effectively played,and could not coordinate well with the economic benefits.It's an important reason why the comprehensive benefits of urban public infrastructure is poor.Chapter eight provide two methods to improve the benefits of urban public infrastructure by input adjusting measures and operation adjusting measures based on the evaluation results.At the same time,on the basis of summarizing the research process and conclusion,the paper puts forward the ideas and suggestions for further research.
