Research On The Transformation Of Urbanization Governance In Beijing Metropolitan Area

The metropolitan region has a special status in the progress of our new-type urbanization,and faces unique governance problems.The governance of metropolitan region has been an outstanding challenge for the facts that it has giant jurisdictions or radiation zone including urban and rural area,faces the trend including concentration and diffusion and multi-central reconcentration,confronted with the old and new dual system including local and migrant people.The so-called urbanization governance transition in metropolitan region means the transformation from urban-rural dual governance to rural governance pattern happened in post-industrial metropolitan region along with the urbanization of people and land.Under the subject,along the evolutional clues from city to metropolitan region from urbanization to metropolization from city management to metropolitan governance,the thesis analyzes the economic basis of transition according to the relationship of urbanization and industrialization and then presents the cognition of the harmony of urbanization and metropolitan growth.Starting with the relationship of urbanization with and suburbanization,the thesis analyzes the spatial basis of transition and then presents the cognition of the correspondence of urbanization and decentralization.From the angle of relationship of urbanization and governance,the thesis analyzes the institutional basis of transition and then presents the cognition of the interactiveness of the urbanization transition and metropolitan governance.The thesis puts up a theoretical model of the transition of metropolitan urbanization governance,considers that it's affected by 3 variables:(1)the static variable,the trend of decentralization and homogenization triggered by suburbanization affects the boundary of transition;(2)the subject variable,the game playing of many interest body decides the governance object and result of transition;(3)the institutional variable,the institutional system which is composed by the rules of power distribution and organization operation and coordination control between different government and region.It constructs the institutional base of the transition of metropolitan urbanization governance.The thesis therefore considers that the logic of the theoretical model of the transition of metropolitan urbanization governance is as below:the basic impetus is the coordination and interaction of industrialization and urbanization,the spatial trend is the homogenization brought by the suburbanization,the endogenic order is the inter-district governance and multi-central self-governance.The above basic condition acts on the variables and then promotes the transition of governance,which makes the changes of objects and contents governance and then generates new demands of governance.The new demands will in return affect the base and elements of transition of governance and then drives the upgrade of the new transition.On the basis of theoretical analysis,the thesis discusses the connotation of Beijing metropolitan and its urbanization course.Meanwhile,it concludes the characters and challenges faced by the Beijing metropolitan urbanization governance.According to the theoretical model of metropolitan urbanization governance transition,Draw the outline of the transition of Beijing metropolitan urbanization governance:(1)spatial dimension,complying with the trend of decentralization of the metropolitan spatial settlement and function,realize the homogenization of spatial carrier of transition by the design of administrative urban agglomeration;(2)population dimension,complying with the demand of new type urbanization,solute the urbanization integration of urban and rural area,agricultural and non-agricultural employment,local and migrant people through citizenization;(3)organization dimension,complying with the revolution demand of rural governance model,integrate the suburb villages in the metropolitan governance system through the coordinated development of dual governance system and initiative governance;(4)institutional dimension,complying with the change of multicenter and networking governance framework,form a new structure of the transition of Beijing metropolitan urbanization governance implemented by multiple subjects through the adjustment of governance institutional framework.
