Research On The Impact Of Innovation Capacity In The Western Region On Economic Growth

Since reform of opening up,rapid economic growth has been achieving by relying on low-cost labor force,investing from government largely but low efficiently,potential market and abundant natural resources.However,because of the national and regional non-balanced development strategy and other reasons,the development pattern of strong in the east and weak in the west has been showed.The western region with vast territory and abundant resources is less developed.Meanwhile,the regional innovation capability level is in low-lying areas as well.Nowadays,based on the principle of "science and technology are the first productive force",the western region should transform the development model from"resources-driven" to "innovation-driven",achieve long-term and rapid economic growth and help to solve the imbalance of regional development through the existing characteristic advantage industry,the promotion of regional innovation capacity,and the increasingly innovative competitiveness.Therefore,regional innovation capability is especially important for West region and is the significant path for development.Deeply analyzing of the connotation about the regional innovation capacity,describing the current condition and restraining factors of the western region innovation capacity,accurately grasping of the formation mechanism of western region innovation capacity and the related role relationships with economic growth path,discussing the spatial spillover effects of western region innovation capability on economic growth play a positive role for more accurate analyzing and comprehensive understanding the relationship between western region innovation capability and economic growth,which holds the theoretical and practical significance.This paper makes the start point from the problems above and analyses based on the home and abroad relevant research.First of all,with the innovation systems perspective,the formation of regional innovation capacity are described from five aspects---knowledge innovation,knowledge acquisition and conversion,enterprise Innovation,innovation environment,innovation performance,and the operation mechanism of innovation capacity on economic growth is illustrated from two aspects---macro and micro level.Then the nonlinear relationship would be showed by the study on dynamic evolution of spatial trends about western region innovation capacity and economic growth rate.What's next is that the regional innovation capability evaluation index system is built and factor analyzed for further analysis of the nonlinear function of western region innovation capability on economic growth,the western region innovation.capacity rankings in national are get as well as the main influencing factors of western region innovation capacity.The system dynamic methodology is also used to describe the operation path of western region innovation capacity to economic growth,and the simulation and sensitivity are analyzed to improve the key capabilities for western economic growth with capacity formation perspective.The spatial econometric model of western region innovation capacity and economic growth is built;the time-space effect is analyzed.Lastly,the main conclusions of this study are induced and summarized,the suggestion on how to improve the western region innovation capacity and promote economic growth are proposed.Specifically,this paper has the following contents:(1)Building the index system of western region innovation capacity and evaluation.From the perspective of innovation systems,the 27 indicators of regional innovation capability are chosen for building the evaluation index system,and the national overall ranking of western region innovation capability has been calculated by factor analysis and evaluation.The insufficient innovation input,low knowledge generation and transformation level,inferior environment conditions and low industrialization degree,and so on,directly lead to the low output of the western innovation performance,which is the main reason for the low level of western region innovation capability.(2)Describing the operation path between western region innovation capacity and economic growth.According to the operation mechanism of regional innovation capacity and economic growth,the operation and feedback causality of western region innovation and economic growth is analyzed from two dimensions---enterprise and industry,the operation path of western region innovation and economic growth is described by trough knowledge innovation,knowledge acquisition and transformation,enterprise innovation,innovation environment,innovation output and industrialization.The system dynamic model is built using the related statistics from 2000-2014.The simulation and sensitivity are analyzed by Vensim PLE software.The results show that the western region economic growth is sensitive with knowledge innovation and enterprise innovation which is more obvious,but insensitive with innovation environment supported ability,innovation industrialization output ability,knowledge acquisition and transformation ability---those three aspects is orderly reduced,which is the key point restricting the western economic growth recently(3)From the perspective of spatial econometrics,researching the spatial effect of the western region innovation capacity and economic growth.Firstly,the relationship between the majority of provincial economic growth of western region and innovation capability factors is lower state of the cluster,which means the economic growth of the area and adjacent area has little driving effect for innovation capacity.Secondly,western region economic growth mainly depends on new products sales of industrial and enterprises,which index of western region is higher than eastern region,even national level.The innovation capacity dependence of western region economic growth is the lowest in four regions,and the degree of market condition and opening up of western region is in the bottom level.Thirdly,it is proved that the east region innovation capacity for economic growth is the most obvious,and then north-eastern region and central region,western region lowest.Therefore,the promotion abilities from national innovation capacity to economic growth are regional differentiation showing the orderly decreasing effect of space distribution characteristics from east,northeast and then center,to west overall.(4)The Countermeasure and suggestion about the improvements from western region innovation capacity on economic growth:According to the conclusions of the empirical analysis and the theory of innovation capacity for promoting economic growth,it is necessary to enhance the western region innovation capacity in order to narrow the gap between western and eastern economic development level.Therefore,refer to the existing problems about promotion in the operation process between the western region innovation capacity and economic growth,the following suggestions are proposed:Western region need to build service-type government with innovation realization,long-term mechanism from human resource and capital investment,regional cooperation and exchange widely,service system to integrate the technology resources and improve knowledge innovation output,innovation environmental optimization in order to improve the western region innovation capability and arrange the key points for the implementation of innovation driving economic development.
