Customs,being the “National Gateway” to connect the domestic and international public management agencies,is an important component to the superstructure of a nation,and therefore it must balance the relationship of “Supervision” and “Service”.Especially as China enters into the “New-round of Reform and Opening-up”.As a major developing nation in rapid growth undergoing New-round of Reform and Opening-up,it not only has practical significance but also empirical importance to innovate the Theory of Customs Supervision through Customs-centric model,“Customs-Business” Cooperation(public-private partnership)model,Sectorial Cooperation model,and so on,to advance the existing Administrative-based Customs Clearance Model.In the context of the New-round Reform and Opening-up,this paper analyzes the management of China Customs Supervision System: in Chapter I,the literature review demonstrates that the existing Western Customs Supervision Theory was based on the Classical Trade Theory Model and the Scientific Management Methodology where the theoretical analysis reduced the cost of import and export as unified ‘tariff'.But in reality,although the customs is the primary core function among port management agencies where collection of tariff is its fundamental function,but with actual effects of trade facilitation and clearance costs,which to a large extent,are influencing the inefficiency of the port agency and related public authorities cooperation.It is therefore deemed necessary to conduct a research study on the causal effect to establish a New Economic Model;in Chapter II,the theoretical model reveals that the efficiency of customs supervision directly affects the exporters' selection choice of importing countries.Hence,in order to promote the competitiveness of local exporters,it is more conducive through cooperation between customs and other port authorities,transparency of procedures,and the shift of focus on goods supervision from mid-term to pre-term or post-term of supervision on enterprises;in Chapter III,it analyzes the evolution,context and characteristics of China Customs existing supervision system,which primarily focus on the mid-term status quo administrative management;in the context of the New-round of Reform and Opening-up,Chapter IV “vertically” analyses a series of supervision reforms in China Customs after the Eighteenth National Congress of the Communist Party of China(CPC)on its policy necessities and implementation effects;Chapter V provides a horizontal comparison of some developed countries' customs experiences,including trade facilitation,service standardization,innovations on new forms of trade,and to explore its feasibility and applicability under the context of China Customs requirements of border protection,regulations and law enforcement;in conclusion,Chapter VI proposes future policy recommendations for China Customs based on the literature reviews,theoretical analyses and models,vertical and horizontal analyses,as mentioned in the above chapters.This analytical study has shown that customs supervision has a direct impact on international trade,but the policy effectiveness of trade facilitation requires the cooperation between customs and other port authorities,a transparent clearance procedure,and the cooperation with private sector.In the face of the New-round of Reforms and Opening-up,new economic trends,new forms of trade,China Customs also need to reform in customs clearance,processing trade,cross-border e-commerce business,and to deepen reform in full supply chain services,international administrative cooperation among ‘One Belt One Road'(OBOR)countries under the ‘Internet + e Government Service' policy.
