The Reform And Reflection About China's Income Distribution System From The Perspective Of Sharing Development

The income distribution system is a basic and fundamental institutional arrangement in the development of economy and society.It is directly related to the distribution of interests among the state,enterprises and individuals,and then related to the sustainable development of the national economy and social harmony and stability.Since 1978,China has carried out a series of reforms and innovations in the field of income distribution,established the basic income distribution system,and improved the overall income level of the residents.However,the income gap between urban and rural areas,different regions,different industries and different classes is relatively large,labor remuneration and the proportion of capital gains imbalance,the proportion of residents' income to national income is out of balance.In addition,the non market factors participate in the income distribution process,which makes the income gap bigger,and the unfair income distribution becomes more and more prominent.In 2013,the national development and Reform Commission(NDRC)jointly issued “Several opinions on deepening the reform of the income distribution system”,putting forward the overall requirements,main objectives and main tasks of deepening the reform of the income distribution system,which provided important guidance to narrow the income distribution gap and realize the reform of the income distribution system.In 2015,“the Central Committee of the Communist Party of China(CPC)formulated the thirteenth five year plan for national economic and social development” put forward the concept of "Shared development",which provides clear value standards and criteria for the reform of the income distribution system in China.In the view of shared development,the reform of income distribution system should pay more attention to the fairness and justice of income distribution process and distribution results.It also should pay more attention to the sharing and universality of the fruits of development,and pay more attention to the disadvantaged and the poor.Therefore,the present reform of the income distribution system should reflect on the problems existing in the process of reform and the causes of these problems.We put forward some constructive countermeasures and suggestions on the basis of the experience of other countries.This article is guided by Marxist political economics,comprehensive using the sociology,management,and philosophy.It also adopts the methods of dialectical materialism and historical materialism,the method of combining historical analysis with logical analysis,the method of combining empirical analysis with normative analysis.It makes a systematic reflection and study of the reform of China's income distribution system.The main contents and viewpoints of this thesis are summarized as follows:The first chapter is the introduction.It mainly introduces the research background and significance of this research,reviews the existing research achievements in foreign countries.It sums up the overall research ideas and research methods,and points out the innovation and shortcomings of this paper.The second chapter is about the thought of shared development and its relation to the reform of income distribution system.First of all,it interpretes the interpretation of "Shared development",defines the concept of “shared development”,summarizes the characteristics of "shared development".It points out the criterion of "shared development",and sums up the significance of "shared development".Secondly,it traces the market resource allocation continuously,and takes shape the government redistribution regulation framework.Finally,it analyzes the problems existing in the reform of income distribution system in china.The main reason is that the income gap is widening,the distribution structure is seriously unbalanced,and lack of social fairness and justice,breach of shared development requirements.The fourth chapter is the analysis of the causes existing problems in the reform of the income distribution system in China.This chapter analyzes the causes of the problems in the reform of the income distribution system from four aspects.First,there are some errors in the design of the system reform.China's income distribution system reform program is in the design of heavy "efficiency",light local conditions is the premise of narrowing the gap.These experiences and inspirations provide useful reference for the reform of the income distribution system in China.The sixth chapter is to deepen the reform of income distribution system and realize the strategy of sharing development.The countermeasures and suggestions for sharing development and promoting the reform of China's income distribution system are as follows.First,we will be continue to improve the initial distribution mechanism.It mainly includes the implementation of wage determination and normal growth mechanism,strengthening the state capital income sharing mechanism,and improving the market mechanism of production factors remuneration,the establishment of public resources transfer proceeds reasonable sharing mechanism.Second,we should speed up the regulation of the redistribution and the three distribution mechanism.There are mainly innovative public service and social security supply,continue to deepen the reform of the fiscal and tax system,implement the policy of poverty alleviation and precision poverty alleviation,improve social charity donation and rescue mechanism.Third,it establishes a long-term mechanism to promote rapid growth of farmers' income.Specifically,we should reform the old basic operating mechanism in rural areas,innovate the employment and entrepreneurship mechanism for rural residents,optimize the allocation mechanism of rural resources,and establish to improve the rural social security mechanism.Fourth,it promotes the formation of a fair and equitable income distribution order.We should improve the system of power operation,control and supervision,build a multi-level expression mechanism for the interests of the masses,establish a shared development supervision system and strengthen legislation and law enforcement in the field of income distribution.The goal of the income distribution system reform is only suited to the stage of economic development,so as to promote economic development and the improvement of people's living standards.Under the background of economic development entering the new normal environment,sharing development has increasingly become the need to improve people's livelihood,economic sustainable development and building a welloff society in an all-round way.Therefore,sharing development has become a new measure of value and criteria for the reform of the income distribution system in China.Under the concept of shared development,in order to solve the problem of income inequality in China's income distribution areas and the problem of continuously expanding,the distribution structure is seriously unbalanced,and social equity and justice are lacking,we need to reform and perfect the design of the system reform,the income distribution adjustment mechanism,vested interest groups,industry monopoly,government regulation responsibility and supporting system and mechanism.We should establish the value of sharing the fruits of development,continue to improve the mechanism for the adjustment of income distribution,the construction of vulnerable groups interests expression mechanism.We should establish long-term mechanism to promote the rapid growth of farmers' income,the formation of a reasonable standard of income distribution order,so as to deepen the
