At the gate of the 21st century when "9.11" attacks,global financial crisis,emerging great powers and the strategic adjustment of USA are gradually becoming the iconic events in the field of international politics,and the global economy in urgent need of liquidity restart under the haziness of financial crisis aftermath,some nations from western world take the ground of anti-globalization and follow the trade-protecting policy,which not only brings great uncertainty to the recovery of world economy but also makes the international situation more complicated and brings massive impact to international order.Simultaneously,China sticks to its period of strategic opportunity to become the second largest economy in the world,which attracts growing attention globally.The energy and sustainable strength shown by China's economy have somehow became the backboard to the declination of USA,and played as the greatest variable in world politics and economy at present.Worries and concerns stick to the process of China's rise-up,and furious disputes triggered centering topics such as the character and method of China's development and what uncertainty will bring these to the world.Historically,strong country intends to seek hegemony,and the so-called "Thucydides's trap" makes existing hegemony anxious about its governing system and existing international order might be broken.What's more,some of China's actions in recent years,such as the south-sea dispute,establishment of Asian Infrastructure Investment Bank,gives endorsement to such kind of anxiety.The international society are accustomed to the logic of "wealth brings power,which followed by threat" and lock it as the starting point for the paradigm of international relationship.According to which,China's development unavoidably brings impact to existing international system,which in turns leads to imbalance between the distribution of power or even power redistribution and will bring immense challenge to world's peace and prosperity.Besides,the identity of China in international society is also a disturbing thing.China has a multiple and composite identity that confused developed as well as developing countries.Although China sticks to its status as world's largest developing country,the international society holds a different view.To summarize,China's self-positioning misplacement offers evidence to the hegemony hypothesis.In fact,China's high-speed development takes advantage of the coupling of world economy.As a crucial part of the global industry chain,China relies on its growth on the sound progress of the free trade system.The theory of "community of interests"illustrates that,on the one hand,China is a powerful and active supporter for existing free trade system and international institution,on the other hand,"community of interests" is part of China's public products to the global society."community of interests"theory is a very important strategy in international relations,which actively proposes concept such as common ground,cooperation,communication and win-win solution among nations,and leads to coordinated responses to global issues.Accordingly,this thesis is composed of six parts.First a major question is raised in introduction.Hustling for benefits,all come,bustling for benefits,all leave,the primary impetus for human behavior and progress is,after all,interest.In 21st century when the trend of globalization runs deeper and national interest continuously annotated with new meaning,the traditional way to prioritize national interest gradually loses efficacy.Instead,national interest is guaranteed on the premises of common interests.The interaction among actors on the international stage tends to interest convergence accompanying the evolution of international system,especially in the field of politics,economy,culture and security where common interests keep overlapping one another.As a conclusion,to expand the common ground of interests not only increase static interest among nations but also maintain and develop the scope of existing interests.The whole framework,difficulties and innovation points for this thesis are presented in the introduction.The first chapter elaborates the importance of national interest in the research on international relations,as well as key opinions of the three major schools in international relations hold toward common interests.In fact,no school can extend its analysis without focusing on the core issue of national interest.The philosophy of Power values or Security interests from realism,the sense of Values of cooperation from new libertarianism,as well as Concept of values from constructionism all come from the logical origin of national interest.Combing through the main theories of these three major schools,it is obvious that they all touch upon the analysis of common interest though fail to exhaust the subject.And along with the emergence of global issues in international system evolution,all international relation schools pay closer attention to common interest.In this chapter the author also elaborates the definition and the classification of national interest to lay a foundation for the categorization of community of interests in following parts.The second chapter focuses on the theory of community.From the perspective of the human society development,The formation of the community due to the joined force of material benefits,opinions and external pressure,and is used by human being as a way to achieve close relationship,mutual reliance and trust in an unsecure world,and accordingly seek safety and certainty.While from the perspective of international politics,community is a self-identity definition which carries common standard of behaviors and values in international system.The construction of community relies on the simultaneous satisfaction of three conditions.The first one is the collective identity among community members.Secondly,the community members take responsibility among each other.Thirdly,though of different features,the community is recognized by external world.To be more specific,a community requires common interests and identity as the standards of value and behavior internally,while lays safety for existence and development as precondition externally,and usually the external pressure will strengthen its cohesion.Therefore,all communities lay their existences on the premises of safety and show the nature of Security Communities.Community is a target as well as a process of practice.After combing the theory of national interest,common interests and community,and elaborating the international organizations which hold some features of community among historical and the existing international behaviors,the third chapter clarifies the definition of community of interests and categories it into four types as political,economic,cultural and security.Based on this analysis,it points out that although of different type,all the interests of the community are put in practice,tend to become some complexes,especially at the present day when the trend of globalization runs deeper.Therefore it is not proper to define the European Union or ASEAN roughly as a community of interests of economic or political type.Accompanying extensive internal exchange,the interests of community of interests overlap increasingly with each other and finally become a complex.Relation among nations accordingly turns into all-round partnership,which will not only play as a hedge against some negative factors but also put relation among nations on more solid footing.The fourth chapter focuses on time background of community of interests and problems it faces.The development of globalization causes two results.On the one hand,the refinement of international labor division makes identities of nations more clarified,on the other hand,the definition of national interest has been changed and endowed with new meaning.As one of the world's great powers,China has strictly abided the current international regime and actively promoted it to a more reasonable direction.However,the current international regime encounters resistance from its own creator.Trade protectionism has risen from the western world and gradually turned to some ideological trend pounding the free trade system.And how to deal with this anti-globalization trend has become a new challenge for many countries.The strategy of community of interests brought forward by China offers a powerful response to this trend,which has contributed to the global system as an influential public goods and echoed by many countries.In the last chapter,three solutions in practical phase are offered to promote the construction of community of interests.The first,it is to construct community of interests through promoting international regime.Secondly,it is to promote the construction of community of interests from the perspective of global governance.And the last,it is to vigorously promote the construction of economic community of interests after the previous two conditions are met with.The degree of coupling between China's economic achievement and the world economy has been strengthened after we joined the WTO.China has jumped to the world's second largest economy and resolved the problem of food and clothing for one fifth world population in this process,which made great contribution to the global governance.However,it should be kept in mind clearly that in this high-speed development,though winning fast growth in quantity,China still has many defects from the perspective of quality,especially in some pivotal fields.China has owned its bonus from the globalization,while it also has to pay certain price in this course.That is to say,the cause and solution of China's current problems are both from the development of globalization.Therefore,the construction of community of interests should be an interactive,two-way procedure,not only is the interest connection between China and the world,but also close value combination of China and the human community.China has the capability to solve the problems exposed in its development,to solve other problems,broader minds,more wisdom and courage are what we still call for.
