Study On The Construction Of New Community Governance System In Linhai Farm Of Yancheng City Under The Background Of Reclamation Reform

<Opinions on further promoting the reform and development of agricultural reclamation >,promulgated by the State Council in November,2015,mentioned explicitly about promoting the reform of farm management and management system,fundamentally getting rid of the disadvantages of the farm society,realizing “the separation of society and society”as one of the important goals of comprehensively deepening the reform of state owned farms in the new period.Linhai farm of Yancheng City is a large state farm,which is under the jurisdiction of Jiangsu Nongken group.For a long period,there are obvious institutional defects of overlapping economic functions and social functions in the farm.Since the middle of 1990 s,the Linhai farm has carried out the internal separation and reform of the social system of farm management,taking the "farm community management committee" as the core.Some results have been achieved in the short term.But the reform of "farm community management committee" has not fundamentally solved the inner contradictions of “nondisjunction of farm and community”,which made the model gradually many problems in the operation.Therefore,in terms of the Linhai farm,it is urgent to further deepen the reform and explore the development ideas which is able to adapt to the new era of farm community management system.This paper takes the reform of China's agricultural reclamation system as the research background,Linhai farm of Yancheng city as the research object.On the basis of summarizing the relevant theories of community governance,this paper analyzes the evolution process of the community management system of Linhai farm and selectivly analyzes the organizational structure of the current CMC system,operation mode and its disadvantages.Based on strategic requirements of "multi agent collaborative governance",this paper research and design of Thinking scheme and functional framework of management system of new community of the Linhai farm.Finally,it discusses the relevant guarantee conditions to promote the effective operation of the new community governance system.The main conclusions are as follows:(1)The current model "Farm community management committee" in Linhai farm is essentially still a phased reform measure,only realizing the inner social function of the farm and partial separation of economic functions but it still can't get rid of the drawback of farm as a single governance subject,which cause that the ability and level of farm community management service are not high;(2)Because of the historical particularity of the farm community,there are many difficulties about Linhai farm community being complete transferred to government for implementing localized management.It's hard to achieve in the short term;(3)Based on the reality and feasibility requirements,management system of new community of Linhai farm should be round the core reform objectives of “ separation of farm and community” to establish strategic thinking of multi agent collaborative governance and construct four in one multi governance entity,that is,"Government,farms,community organizations,residents",rounding the main line of “government-dominant,farm assistance,community organization implementation,residents participation".forming the role orientation of each governance subject and the division of governance function;(4)Some supporting conditions are needed for the effective implementation of management system of new community of Linhai farm,including guarantee of policy and ideological propaganda,financial guarantee,guarantee of talent,and guarantee of supporting public facilities.
