Study On Chinese Agricultural Land Contracting Right Stakeholder Behavior Selection

With the rapid development of industrialization,informatization,urbanization and acceleration of agricultural modernization,massive rural labor force is rapidly transferred in a large cale;coupling with the speedy improvement of agricultural technical equipment,agricultural land transfer is fast growing,and the trend of development of rural land appropriate scale management is inevitable.In November 2014,the state council issued "Opinions on rural land management rights to guide the orderly transfer of the right to develop the appropriate scale management of agricultural development",and it was required to achieve the division of the rural collective land ownership,contract rights,and the operating rights,to actively nurture a new type of agricultural operating main body,to develop the muilti forms of moderate scale management,to guide and promote the agricultural land management rights orderly transfer.It is clear that the division of the rights and nurture the body is beneficial to the progress of the agricultural land transfer scale operation;it also indicates that behavial selection of agricultural land transfer main body is the key to the smooth progress of the transfer of agricultural land.The"Division of rights",clear shows the appropriate category of land rights and responsibilities among different main bodies.Besides stabling the land ownership,agricultural land contract and management rights,and the reasonableAgricultural land management rights is the key the orderly transfer of the various elements between urban and rural.Agricultural land transfer involving multiple subjects and each behavior interact with or constrain by others.All of these combined effect the transfer of agricultural land.So,discussing the behavior of the agricultural land owner,analyzing the impact factors of agricultural land transfer,encouraging land owner's action are all positive about completing the environment of the transfer of agricultural land,liquidize remnant assets,optimizing the allocation of agricultural land resources,promoting the development of agricultural economy and the market power of the global market.All the work has important theoretical significance and practical value.This thesis is based on property rights theory,institutional change theory,game theory and behavioral economics theory as the foundation of analysis,through the method of game theory to build a farmland transfer benefit main body behavior choice theory framework,and then analyze the related benefit main body behavior status,and the influence related benefit main body behavior of internal factors and external factors,using chromatography analysis method to determine the influence of the internal and external factors affecting the main body behavior.Farmers are the main direct transfer of agricultural land,particularly farmers who turn out,their transferring will and behavior are determinant of the smoothing running of land transfer.In this thesis,Analytic Hierarchy Process and Logistic analysis are used to select the principle elements which affect the farmers' will the most,then determine the saliency of each elements.Based on these analysis,we illustrate the character of the agricultural land transfer,the principle impact factor and then predict the future of the land transfer willingness of farmers.Rural land transfer is the result of the common function of the related interest subjects.In order to ensure the farmland transfer smoothly,this thesis first studies all the relevant stakeholders of incentive countermeasures and Suggestions and countermeasures to perfect relevant supporting policies,coordinate the behavior of each benefit main body,effectively promote agricultural land contracted management reasonable and orderly flow,to give impetus to economic growth,social development.The main research is as follows:First of all,based on the clear definition of the concept such as main body behavior,farmland transfer and related theory,A game theory based Framework is built for analyzing the main body behavior of rural land transfer.Agricultural land transfer involves the agricultural land transfer,the transferee of land,intermediary organizations,the central government,local government five benefit main body,are rational economic person,all want to get off the land potential profit opportunities,any one party of behavioral decision will affect the decision-making behavior of others.In this paper,the five main bodies has carried on the dynamic interest game based on cost-benefit,discussed the related subject in the decision-making behavior of benefit maximization goals.Based on their own benefit maximization of the benefit main body of the rational choice is whether the farmland contracted management flow and the flow key.Farmland changing the main body behavior choice,however,is not only affected by external environment,and is subject to their own conditions,so the choice of main body behavior is not rational,the main body in the role of farmland circulation,different involvement and participation,its behavior is also different in farmland circulation,based on this,analyzes the status quo of agricultural land circulation main body behavior,the key to the contracted management of land circulation main body directly farmland turned out of the party and the transferee,namely from circulation,form,quantity,to the purpose of(source)and the constraint conditions,analyses its behavior in farmland circulation.Secondly,land transfer is the joint outcome of external environment and internal factors.Farmland changing external influence factors including system factors,economic factors,social factors and agricultural production factors,internal factors are mainly based on the viewpoint of farmers,analysis affect the behavior of the age,gender,education level,family individual factors such as structure and quantity of the labor force,the influence factors on the farmland transfer influence degree is different,based on the chromatographic analysis of various factors on the importance of the farmland transfer.Transfer flow by farmers is the supply of the main body,will and its circulation had a greater influence on the flow behavior of farmland circulation,this article selects counter rotating the farmers Logistic analysis of influential factors,the results showed:there are five factors counter rotating has remarkable effect on farmers' willingness to transfer,the degree of influence from strong to weak were head of the household head non-farm income,family culture degree,the number of concurrent-business,householder age,family farm machinery.Other factors are beyond the scope of the significance level of 0.05,no significant influence.Finally,subject to optimize circulation of agricultural land acts,we need to stimulate the subject and improve related policies,Build out the farmers' incentive mechanism and the support of the transferee and supervision mechanism,perfect service and supervision function of intermedi ary organizations,strengthen their participation,perfect the system of the central government suppl y mechanism,strengthening local government public service function,through the reform of househ old registration system,to establish a unified urban and rural rural labor market,perfect the social s ecurity system,improve the farmland financial system and other supporting policies,coordinate and optimize the behavior of each benefit main body,promote agricultural land contracted managemen t reasonable and orderly circulation.The main conclusions of this study was:transfer of agricultural land main body behavior is the key to the smooth transfer of agricultural land;the circulation of agricultural land located in the main role in the circulation of agricultural land,the involvement and participation of different purposes,the behavior is different;Many factors influencing the main body behavior of farmland circulation,land circulation is the institutional factors,economic factors,social factors,factors of agr icultural production and farmers affected by external factors such as education level,family labor q uantity and the structure of the internal factors such as the result of joint action;Farmers vocational degree of non-agricultural income,family,household culture factors such as counter rotating the fa rmers flow will affect significantly.
