| After the reform and opening up,the country began to implement a socialist market economic system.The core of the agricultural system in rural areas has shifted from collective ownership to household contract responsibility.As the most important means of production in agriculture,agricultural land reform has achieved the separation of ownership of agricultural land and contractual management rights,and farmers have obtained the right to own the remaining land.However,with the development and transformation of society,the small-scale peasant economy caused by the household contract responsibility system has gradually become unable to adapt to modern agriculture with marketization,intensification,and scale as its core.At the same time,driven by the rapid urbanization brought about by the rapid economic development,the trend of non agricultural transformation of rural labor force has increased year by year,and the transfer of surplus rural labor force has led to the abandonment of large areas of rural agricultural land.Laissez-faire development will endanger national food security.Faced with the decline in the potential of the household contract responsibility system,it is necessary to reconsider the rational redistribution of agricultural land resources.Therefore,with the support and encouragement of national policies,the scale of the transfer of agricultural land management rights in China has been continuously expanding.Under the premise of ensuring the unchanged agricultural land contract relationship,invigorating the agricultural land assets owned by farmers and realizing the realization of agricultural land assets can achieve the goals of increasing farmers’ income,improving farmers’ living standards,achieving large-scale agricultural management,and promoting agricultural modernization.Jilin Province is an important commodity grain base in China,with 104.74 million mu of cultivated land,with a per capita cultivated area of over 4 mu.A total of 73.86 million mu of permanent basic farmland has been designated,and 16.2798 million mu of high standard farmland has been built.In 2020,the land transfer area has reached 30.68 million mu,accounting for 48.7% of the household contracted area.The market demand and supply present a situation of oversupply,with various new agricultural economic operation entities participating.As a major agricultural province,Jilin Province plays a representative role in the transfer of agricultural land management rights throughout the country,and its importance is immeasurable.Therefore,exploring the current situation of the transfer of agricultural land management rights in Jilin Province and analyzing the existing problems in the transfer market of agricultural land management rights in Jilin Province are of great significance for safeguarding the status of Jilin Province as a major agricultural province,promoting the development of agricultural modernization in Jilin Province,and ensuring national food security.Therefore,this article selects Jilin Province as the research object,and first analyzes the current situation and existing problems of the transfer of agricultural land management rights in Jilin Province.Based on this,starting from the theory of farmers’ behavior,a household survey was conducted on farmers in Jilin Province,and 457 valid samples were obtained.Using survey data,this paper conducts an empirical study on the transfer behavior of farmers’ farmland management rights in Jilin Province.And explore the mechanism of influencing factors affecting farmers’ participation in the transfer in and transfer out of agricultural land management rights,and choose to construct a binary logistic model for empirical analysis to explore the main factors affecting farmers’ transfer behavior.The research results show that,for transferred households,this article sets four dimensions and twelve explanatory variables to explore the impact of various influencing factors on farmers’ transfer behavior,and concludes that the highest educational level of the head of household,the health status of the head of household,part-time employment,the total value of agricultural machinery,transfer price awareness,understanding of agricultural land management rights transfer policies,and understanding of land transfer intermediary organizations have a significant impact on farmers’ transfer to agricultural land management rights.For transfer-out households,this article focuses on studying the impact of part-time employment on farmers’ transfer-out behavior,setting two core variables,the degree of part-time employment and the ratio of part-time labor force population,and concluding that the degree of part-time employment and the ratio of part-time labor force population have a significant impact on farmers’ transfer-out of agricultural land management rights. |
