Study On The Improvement Of Land Use Planning In Vietnam

Land use planning is a system of government's measures on the organization,management aims at using maximum efficiency of land resources and other natural resources,environmental protection,sustainable development on the basis of land distribution to the purposes of socio-economic development,national security and defense in the administrative units at all levels,the regions and the whole country.Vietnam has been in the rapid developing process of economy,the demand for using natural resources,especially is land resources for the process of economic development is more and more increasing.Therefore,the use of natural resources reasonably and effectively is a long-term strategy issue in order to ensure sustainable development.Moreover,Vietnam is a crowded country,limited land resources;in that context,land use planning is a factor that plays a key role to solve thoroughly conflict for issues of rapidly growing economy in the condition of limited resources.In the Vietnam's constitution and the land law affirms:"...The State unifies the management of land in accordance with planning and land use planning."Therefore,land use planning in Vietnam in recent years has been carried out researching to complete theory on system,contents,objectives and tasks,planning methods and management activities of the planning implementation to better suit the actual situation.However,the current planning of Vietnam still exists many insufficient problems that need solving.From the above problem,the author of the thesis carries out researching and analyzing on system for land use planning in Vietnam,gives out the inadequate and irrational issues.At the same time,on the basis of comparison between China's plan and Vietnam's,absorbing actual experiences from China's land use planning to complete and improve for Vietnam's.The whole thesis is divided into 6 parts.The first part is the research context;the fundamental researches include:synthetic research,the theoretical basis and basic concepts of land use planning.The second part is the description,evaluation and analysis of the land use planning in Vietnam.The third part is the analysis and assessment of Vietnam's land use planning and Hanoi's as actual research.The fourth part is the comparison of China's land use planning and Vietnam's.The fifth part is the research on improvement and completion Vietnam's land use planning on system,contents,objectives and tasks,methods.management and implementation.The sixth part is the thesis' conclusion and main recommendations.The first part(including Chapter 1,Chapter 2,and Chapter 3):The main content of this thesis is to analyze the research context,methods and basic manners to study the problems,identifying new and limited points of the dissertation.Looking back and comment on the domestic and overseas research on the planning and the issues related to planning.Since then introduced and mentioned the basic theoretical study of the thesis including theory of land rents and land prices,regional location theory,ecological theory and ecological landscape,ethics land and systematical theory,construction of the basic foundation for the study on land use planning below.The second part(Chapter 4):Research and analysis of land use planning in Vietnam.This part of thesis clearly states and analyzes formative history and development of land use planning through the periods connected closely to the birth and changes of land law(this is the most important legal basis of Vietnam's land use planning).Next,the thesis carries out analyzing the hierarchy and classification of Vietnam's planning system,from the central to the local level,the relationship of planning from the central to the local level,between the types of planning at the same level,construction methods of land use planning,contents of land use planning,tasks and strategic targets of the land use planning in the short and long term.The implemental management activities of land use planning,namely the regulations and law enactment system ensure that the management and implementation activities of planning,agencies system take part in managing and implementing planning.Responsibilities of the agencies in implementing of the planning management such as planning verification and approval,planning recordkeeping,adjust planning and monitoring implementation of the plan.Since then summarized experiences in process of the implementation and organization for land use planning in Vietnam.The third part(Chapter 5):Using the method of reality research,typical chosen regions are studied to demonstrate practical research content.This part of thesis studies,analyzes and evaluates the real situations of Vietnam's land use planning system and contents of Hanoi's as an example for practical research.Through the empirical research,the thesis gives out the existences and inadequate points that consist of:the plan system is still unreasonable and unscientific,the plan method is slowly improved,some contents still have overlapping states,management of planning is lightly loose and disregarded,the legal system as the basis for planning in the process of completing(Currently,there are no laws for land use planning and planning management).The fourth part(Chapter 6):Summary of China's experience in implementing the three round-land use planning in nationwide scale,achieved results include:consolidating the system of 5 level-planning,effectively control the real situation of rapidly declined agricultural land,constantly optimize the structure of land use,adjust the structure of land use between rural and urban areas.To prominence to saving land resources and sustainable development,promoting comprehensive reform and land recovery,achieving tangible results in the prevention of degenerated and polluted land.Conducting land use planning in a scientific manner,harmoniously resolve the relationship of rapid developing economy in the context of limited land resources.Vietnam and China are crowded countries with limited land,there are many similar characteristics of policy and social economy.On the other hand compared with Vietnam,China is a developed country.systematic theory of land use planning is relatively perfect,so in this part of thesis conducts to compare and analyze land use planning between the two countries including hierarchy and classification system of land use planning,targets and planning tasks,methods of planning construction,planning content at all levels and the types of planning,management and implementation of planning.Since then outlined the advantages and limitations for each plan as a basis of conducting to complete and improve land use planning in Vietnam.The fifth part(Chapter 7):Improvement and completion of Vietnam's land use planning.This part of thesis studies and acquires experiences from China's land use planning to complete,improve the system of Vietnam's land use planning in order to thoroughly resolve existing problems and shortcomings,namely overlapping phenomenon of among levels' functions and tasks and types of planning.Improving the construction method of land use planning,promoting the application of advanced planning methods,modeling methods to improve the quality of planning,meeting the requirements of actual development.Clearly define the contents of planning at all levels and the types of planning,optimizing planning strategies to ensure long-term sustainability.Promoting the progress of research and legislation on land use planning,management legislation of planning to perfect the law system,regulations,effectively raise management,implementation activities of land use planning.Researching and analyzing management strategies for land use zoning as prerequisite for the activities of land use planning.The sixth section(Chapter 8):Conclusions and main recommendations of the thesis,including the conclusions are summarized and main recommendations primarily to improve the efficiency of construction,management and implementation activities of land use planning.The basic conclusions of the thesis are:? The current land use planning of Vietnam still exists many inadequate problems,not really meet development goals;?Compared with Vietnam,China's land use planning has many remarkable advantages;?Complete and improve the system.goals,tasks and methods of construction.management and implementation of land use planning in Vietnam are required urgent need to fit the country's situation and improve the role of land use planning;? Take the experiences from China's land use planning to complete and improve land use planning of Vietnam.Based on the above conclusions,to enhance the role of land use planning in Vietnam and to suit the actual conditions of the country,the thesis provides some policies and recommendations are as follows:Complete hierarchy system and classification of land use planning;Properly define objectives and tasks of sustainable land use planning.Complete the system of law,regulations,promoting to establish land use planning and law of land management;Take modeling methods,quantify,codify as basis of researching and applying of information system for land use planning.Strengthen the supervising discipline and management regime for land use planning;Enhance the human resource element of land use planning,approach and apply the theory and planning methods of developed countries.
