The Study On The Key Problems Of Development Of Small And Medium-sized Cities Based On New-approach Urbanization

With the development of new-approach urbanization,small and medium sized cities play an indispensable role in urban agglomeration shaping urban system,at this stage,its sustainable development is the key to the healthy and stable development of the city and the improvement of urban agglomeration quality.This paper,based on the angle of new-approach urbanization,guided by small and medium-sized cities,from the system and multidimensional perspective,focuses and conducts a deep research on the theoretical and empirical of the key problems of development of small and medium-sized cities such as improve city level,city and industry integration,agglomeration ability and coordination ability.This paper follows the theoretical analysis and empirical analysis overall logic,along the writing lines with literature review and basic theoretical review,the status,trends and key problems,the key problem of the empirical analysis and interpretation,development path,and do the study with different research methods,such as theoretical analysis,model deduction and empirical models and so on.The main research method,content and conclusions are as follows:At the first,this paper reviews the classic theories of central place theory,theory of unbalanced growth,scale externality theory and new structural economics theory,to meet the needs of development strategy of new-approach urbanization,this paper defines the development of small and medium-sized cities based on new-approach urbanization for the first time,including functional maturation,city and industry integration,cluster upgrading and harmonious development.At the same time,focus on analysis of the predicament and the trend.On this basis,combining with the development of small and medium-sized city theory origin and misunderstanding,we put forward four key problems urgently to be solved in small and medium-sized cities,and then analyzed and constructed the correlation and analysis framework for subsequent empirical research.Based on theoretical analysis,the paper carried out empirical research respectively from four dimensions,which include the specialization perspective,improve efficiency perspective,supply and demand perspective and fractal perspective in the subsequent four chapters.Then,this paper constructs the city level index from the perspective of specialization,and expounds the effect of city level on the development of small and medium-sized cities,the main conclusions are as follows:(1)principal component analysis shows,city level of high or low depends not only on small and medium-sized cities city industrial specialization,diversification and economic performance,but alsodepends on the role of function of small and medium-sized cities in shaping urban development momentum.(2)exploratory analysis shows,considering spatial heterogeneity of fixed circumstances,the higher the city level and higher growth rate of urban employment.This paper studies the influence of city and industry integration orn the development of small and medium-sized cities from two aspects of qualitative and quantitative based on improve efficiency perspective.(1)the coupling and coordination degree analysis results shows that,regional differences lead to serious imbalance phenomenon especially in the national regions,(2)further research shows that,the national,eastern and western city and industry integration of small and medium-sized cities on economic efficiency has significant positive effect.Moreover,investment in fixed assets,human capital and foreign openness on city and industry integration of small and medium-sized cities enhance economic efficiency has significant positive effect,while labor force,transportation accessibility,and technological progress,play a significant inhibitory effect.From the perspective of supply and demand,this paper through the theoretical model and empirical econometric analysis the influence of employment cluster on the development of small and medium-sized cities,the empirical research conclusions are as follows:(1)the externality of local scale of small and medium-sized cities was determined by local effect and proximity effect,(2)the neighborhood externalities promote employment growth of local small and medium-sized cities,(3)although diversified industrial structure effect and deteriorating employment environment restrain the employment growth of small and medium-sized cities,but high quality human capital and perfect public services promote the employment growth.With china's 12 major city agglomeration as an example,this paper analyzes the degree of coordinated development of large cities,small and medium-sized cities within city agglomeration,the main conclusions are as follows:(1)the fractal calculation model analysis result shows that large cities,small and medium-sized cities within city agglomeration has the characteristic of unbalance,(2)further zipf's law inspection shows that,the first city and the second city in urban agglomeration has absolute"leader" status in relatively mature urban agglomeration,while small and medium-sized cities exists short board in terms of elements absorption.At last,Based on the above theoretical analysis and empirical research,we puts forward the development path for small and medium-sized cities to promote the new-approach urbanization.This paper innovation mainly embodied in the following aspects:For the first time we put forward the scientific connotation of the development of small and medium-sized cities from the perspective of new-approach urbanization,and identify the key problems to be solved.Then proposed the point of view "Urban functional specialization plays an important role in the development of urban and regional economic".We also extended the understanding of scale externalities from the local effect and the proximity effect two dimension.In addition,we studied the key problems of development of small and medium-sized cities based on new-approach urbanization by using the system and multidimensional perspective,and the empirical research is still necessary and valuable in terms of samples of division scope or the scope of city agglomeration in china.
