The issue of the development of small and medium-sized cities is a major subject that covers a wide range and has a deep impact. As an important part of the urban agglomeration, the development of small and medium cities is related to the healthy development of urban agglomerations and metropolitan areas. As a key node connecting urban and rural areas, their development is related to the implementation of new urbanization. The development of the main body is about balancing the two aspects of good efficiency and fairness in the development of high-quality cities, and it is about solving the main contradictions in our society in the new era. However, traditional theories have mainly emphasized the dominant role of large cities in the urban system and ignored the active role that small and medium cities can play in the urban system.Based on the multiple dimensions of borrowing size, this paper explores the impact of borrowing size on the productivity of small and medium-sized cities from the theoretical and empirical aspects.First of all, this paper sorts out the research results on borrowing size and urban development at home and abroad.Based on the theory of spatial interaction, theory of absolute advantage, comparative advantage theory, flow space theory and network externality theory,it analyzes the impact mechanism of borrowing size on the productivity of small and medium-sized cities. Then, this paper constructs a city network of prefecture-level cities in China, calculates the three dimensions of borrowing size of 285 prefecture-level cities in China, and selects the spatial distribution of borrowing size in 2004,2009 and 2013 to show and analyze. Then, based on the socio-economic data and night light data of prefecture-level cities in China from 2004 to 2013,the fixed effect model of panel data is used to empirically test the theoretical part, and heterogeneity tests are carried out in northeast, east, central, west, south, north and other regions, and the following conclusions are drawn:(1)On the whole, for small and medium-sized cities, borrowing population size, borrowing advanced functions and borrowing economic activity density have significantly positive effects on their productivity; As a reference, the effect of borrowing size on large cities is mainly reflected in the borrowing population size. The effect of borrowing advanced functions and borrowing economic activity density on the productivity of large cities is not significant.(2)The influence of borrowing size on the productivity of small and medium-sized cities varies greatly in different regions. In terms of four major sectors, for medium and small cities in the central and western regions, borrowing advanced functions and borrowing economic activity density play a leading and positive role. For small and medium-sized cities in the eastern region, borrowing population size plays a leading and positive role, while borrowing advanced functions mainly plays a negative role. For small and medium-sized cities in the eastern and northern regions, the dominant positive role is to borrow the density of economic activities. From the perspective of the south and the north, for small and medium-sized cities in the north, the effect of borrowing advanced functions and borrowing economic activity density on their productivity is significantly positive. For small and medium-sized cities in the south, the role of borrowing population size and borrowing advanced functions is very significant, but the difference is that the role of borrowing population size is positive, while the role of borrowing advanced functions is negative. Finally, combined with the research results of this paper, policy suggestions are put forward from three aspects: continuing to improve the road network construction to improve the accessibility level between cities, rationally distributing urban industries to develop in groups of cities, and giving full play to the supporting role of talents, and the research prospect is put forward.
