Study On Three Major Economic And Social Effects Of Government Health Expenditure In China

In recent years,the government's health expenditure continues to grow.While the high growth of government health expenditure increases the health level of the residents,will it affect the economic and social development?How does each component of the government's health expenditure play a role in it?In the future,how should we combine the "new health reform" to optimize the structure of our government's health expenditure?These are the real problems in front of us.Government health expenditure,as an important part of government expenditure,is bound to produce economic and social effects on economic and social development.In addition,considering the domestic and foreign economic situation and the long-term shortage of resident consumption,it is of great practical significance to study the consumption effect of government health expenditure.From the domestic and international research literature,the research on government health expenditure focuses on the study of economic growth or regional output,and the other effects of government health expenditure,such as social welfare effect and consumption effect of residents,are less.The research results in our country are less.Based on the above background,this paper intends to carry on the innovation study on the economic growth effect,the social welfare effect and the consumption effect of the residents in our country.In the study of the effect of economic growth,innovation is made in two aspects.The first is to introduce the spatial measurement model,in order to analyze the economic growth effect of our government's health expenditure more objectively.The second is to deepen in the internal of the government health expenditure structure to analyze the role of each component in the economic growth effect.The study found that in general,the government's health expenditure plays an important role in the development of our country's economy and society.On the structure,there is a great difference in the role and effect of different government health expenditure projects.For example,medical services are directly conducive to the production of high-quality labor,which should be conducive to economic growth,but through empirical research,the economic growth effect of medical service expenditure is not significant.In addition,the results are analyzed in each model conclusion.In the study of consumption effect of residents,this paper divides government health expenditure into health management expenditure,medical service and public health expenditure,and studies the consumption effect of all kinds of expenditure.The study found that,on the whole,China's government health expenditure has a nonlinear effect on the consumption of residents,that is,the relation between China's government health expenditure and residents' consumption presents a parabolic form.And our country is currently in the left half of the parabola,not yet reaches the critical point.That is,with the increase of government health expenditure,the consumption of residents has increased significantly.From structure of the health expenditure,health management and public health expenditures play an important role in the consumption effect of residents,and the consumption effect of medical services is not significant.On this basis,the causes of this phenomenon are analyzed.In the study of social welfare effect,innovation is made in three aspects.The first is based on the feasible ability theory of Amadiya · Sen,and build the social welfare function of our country scientifically.It also measures the welfare index of 30 provinces,autonomous regions and municipalities directly under the central government.The second is to introduce the spatial measurement model,and more objectively analyze the social welfare effect of our government's health expenditure.The third is to deepen in the internal of government health expenditure structure and analyze the social welfare effect of all the components.The study found that in general,the government's health expenditure plays an important role in the social welfare of our country.On the structure,there is a great difference in the function and effect of different government health expenditure projects.For example,under the traditional understanding,public health expenditure should be conducive to the improvement of social welfare level,but it is not obvious in this paper.In addition,the results are analyzed in each model conclusion.In short,through descriptive research and a series of empirical studies,we can make clear the current situation of our government's health expenditure and know the economic growth effect,the consumption of residents and social welfare effect of all kinds of expenditure.Meanwhile all these indicate the direct of how to optimize the structure of the government's health expenditure,promote resolve of the existing problems in the health field of our country,and further promote the economic and social effects of the government's health expenditure.Finally,the paper starts fromChina's current "new health reform",with the aim of realizing the "new health reform" goal and promoting the economic and social effect of government health expenditure,and put forward the corresponding policy suggestions.On the fitting point between the "new health reform" and promoting the economic and social effects of the government's health expenditure,the paper found that to further increasing the expenditure of medical services,health care,traditional Chinese medicine,grass-roots medical and health institutions and public health,at the same time,appropriately compressing the health management expenditure,population and family planning expenditure and other health expenditure,is conducive to the realization of both win.On specific policy recommendations,this paper thinks that we should focus on the following points.The first is to further increase the government's public health expenditure in view of the situation that the scale of public health expenditure in our country is relatively low,there is still a serious of problems in medical and health field,health supervision is lack,and the health care level is lower.The second is to further optimize the structure of government health expenditure,in view of that there are obvious difference between urban and rural,among regions and specific expenditure items,as well as the potential of economic and social effects of government health expenditure need to be inspired.The third is further deepening the reform of the financial system and divide the expenditure responsibility of governments at all levels scientifically,in view of the long-term no-match between the local governments,which leads to a series of problems.The fourth is to further strengthening government health expenditure performance evaluation in view of that the performance assessment in health field is professional,and the results are not obvious,and so on.
