An Empirical Study On The Government Investment Effect Of Anhui Province

Compared with non-government investments,as an important measure of national macro-control,government investment plays a vital role in promoting economic growth,enhancing social welfare and improving the ecological environment.Since Reform and Opening,China's market economy has made a great and rapid progress.But due to the level of the economic development of various fields and various regions is different,the imbalance can neither be generalized,nor can be mentioned in the same breath.What is needed at this time is the ability to adapt measures suiting local conditions and capability for playing it by ear.In the macroscopic background,the research of the theoretical and empirical on government investment has become the focus of the society.As the central province of China,Anhui Province has become increasingly prominent in connecting link between the EAST and the WEST.In recent years,with the intensity of government investment continues to increase,the development speed of the economy is enhancing rapidly,and the quality of people's life has been continuously improved.However,the problems of economy are also increasingly prominent,it is not only restrict the further improve of level of social and economic development,but also have a negative impact on the improvement of people's living standards.Therefore,it is not only has theoretical significance to study the economic growth effect,social welfare effect and ecological environment effect of government investment,but also has important practical guiding significance.Based on the completeness and comparability of data,the paper chooses the "national budget funds" to reflect the changes in government investment,and "non-government investment" to reflect the changes in non-government investment which refers to the total investment in fixed assets in Anhui Province after deducting the balance of national budget funds.The index data which refer to the paper are derived from the"Statistical Yearbook of Anhui Province".We use the indexing method to eliminate the impact of inflation factors.Thus,the investment level studied in this paper is the actual investment level.The paper includes six chapters.According to the relationship between the chapters,we can be roughly divided into three parts.The first part is the theory of finishing and analysis,the second part is about the empirical analysis of government investment effect,the third part is the recommendations of solving the problems.The main contents are analyzed as follows.First,the sector of theoretical analysis which includes the contents of chapter 1 and 2.The first chapter mainly includes the study of the background and significance of this article,the review of domestic and foreign literature,the research framework,the innovation and expectation.The second chapter is the theoretical overview section.On the basis of clarifying the connotation of government investment,the chapter introduces the basic theory of government investment effect and it also briefly analyzes the direct and indirect influence of government investment on economic growth,social welfare and ecological environment.At last,the time series analysis method which is the main method is be analyzed.Second,the empirical section which includes the contents of Chapter 3,4 and 5.The main research method is the time series analysis.The third chapter mainly introduces the economic growth effect of government investment.The conclusion is that government investment will promote economic growth and have a positive effect on non-government investment.The fourth chapter mainly introduces the social welfare effect of government investment.Based on the availability of data,the paper use the level of education to measure the social welfare effect,find that the government investment can promote the development of education.The fifth Chapter mainly introduces the ecological environmental effects of government investment which includes the analysis of status and development potential.The results show that the impact of government investment on the current situation of ecological environment is lagging behind,and it can effectively improve the ecological environment development potential.Third,the section of recommendations,it just refers to the sixth chapter.On the basis of the above theoretical and empirical research,we can find out that government investment has played an active role in economic growth,social welfare and ecological environment.In view of the different problems faced by different fields in Anhui Province,this paper puts forward some functional suggestions for government investment which embodied in the following aspects:Re-examine the strategic position of the three major industries,Shift the focus of Government investment so as to narrow the gap between the income of urban and rural residents,Broaden the field of Government investment,Supervise the activities of Government investment.
