Energy consumption is closely related to economic growth and carbon emission reduction.With the rapid growth of global energy demand,environmental issues of energy security,environmental pollution,extreme weather and global warming have become increasingly prominent.As the world's second largest economy and the largest energy consuming country,pressures on resources and environment China sustained economic growth has become a focus of the government and all walks of life.Before the Copenhagen world climate conference in 2009,China established energy conservation and emission reduction targets.In 2005,it pledged to reduce output value per unit of energy consumption by 2020 40%-45%.However,there is still a gap between China's unit GDP energy consumption and the major developed countries in the world,and the energy consumption per unit GDP is still higher.The low efficiency of energy utilization has always been one of the most important characteristics of China's "high growth,high energy consumption and high pollution".How to do a good job of energy-saving emission reduction,improve energy efficiency and improve the quality of economic growth has gradually become Chinese economic development of major problems to be solved.Based on this,to improve energy efficiency is conducive to both the quality of economic growth and energy saving and emission reduction goals,development dilemma China get rid of this is the stage of economic development and ecological environment situation,an important way to achieve successful economic transformation and upgrading.Therefore,a scientific and systematic study on Chinese provincial energy efficiency,to investigate the structural characteristics and the regional differences of energy efficiency,energy efficiency analysis,to formulate effective policies and measures of energy saving and emission reduction targets,energy development,has important practical and strategic significance to achieve the goal of sustainable development.First of all,based on the research of the utilization of energy,the static measure framework and the Malmquist-Luenberger index was used to construct the dynamic measurement framework using undesirableoutputs DEA-SBM model and directional distance function,the static and dynamic evaluation of 1995-2013 total factor energy efficiency Chinese provincial rate.The results showed that: from the static evaluation,total factor energy efficiency in the eastern region than in the western region.From the provincial level,the eastern coastal developed regions of Shanghai,Jiangsu,Fujian and Guangdong provinces are in the best performance,the production boundary,the western region of Shanxi,Guizhou,Gansu,Qinghai,Xinjiang and Ningxia etc.the total factor energy efficiency is low,the performance and energy consumption intensity is consistent.From the dynamic evaluation period,the total factor energy efficiency ML index greater than 0,showed improved and presents phase change.The three regional total factor energy efficiency is also improved,the ML index of eastern region is higher than the central and western regions,the western region is the lowest.See from the decomposition of technological progress index,improve the efficiency of components is greater than the contribution from the show,technical progress on promoting the overall efficiency plays a more important role,and did not appear the phenomenon of degradation technology.On this basis,taking the coal,oil and clean energy as energy inputs,build environmental production technology integration,in total factor energy efficiency under the framework of static and dynamic evaluation of 1995-2013 Chinese provincial total factor productivity,total factor of coal oil cleaning efficiency and total factor energy efficiency.Overall,the study period total factor oil efficiency is higher than the total factor of coal cleaning efficiency and total factor energy efficiency,and appeared in eastern region than in the central and western regions,the western region is the lowest.From the dynamic evaluation,total factor efficiency,total factor of coal oil efficiency and total factor energy efficiency index of clean ML are greater than 0,that were improved,the elements in coal and improves the efficiency of the most significant,the dynamic changes of total factor energy efficiency clean slow improvement.Although the efficiency of coal rapid increase,but the short-term energy consumption in the "coal" in coal can not be changed,the overall efficiency is relatively low,the improvement in the overall energy efficiency of the limited role.Technological progress is to promote energy efficiency components of the most important factors,improve the efficiency of the western region is the cause of deterioration of components of energy efficiency in recent years,an important reason for the decline.Further this paper constructs the total factor energy efficiency decomposition framework,analysis of structural characteristics of total factor energy efficiency of different energy non.The eastern part of the total factor energy efficiency lower than the central and western regions,the total factor energy efficiency is the highest non Western region.Coal is the largest contribution to the total factor energy efficiency,coal on the total factor energy efficiency contribution of non central area was higher than that in other areas;oil on the eastern region of the total factor energy efficiency was higher than that in other areas with non clean energy;with the increase of time the contribution of total factor energy inefficiency rate is also increasing,although the contribution of clean the total energy of energy inefficiency is minimal,but in the TFEI model is on the rise,we need to pay more attention to the clean energy efficiency contribution.Then,based on the measurement results of total factor energy efficiency,the Tobit model is used to empirically study the influence factors of energy efficiency of different types of energy efficiency and structural characteristics.Conclusion: the main influencing factors from the total factor energy efficiency,energy consumption structure and the total factor energy efficiency into reverse change in the relationship,this conclusion is consistent with the "structural bonus hypothesis".The industrial structure has a significant negative impact on the total factor energy efficiency China and Eastern,central and western regions is not significant.Technological progress,government influence on the total factor energy efficiency has a significant negative effect,technological progress may rebound effect.Economic development has significant positive impact on the total factor energy efficiency.From the point of view of the factors affecting the decomposition structure,energy consumption structure and the total factor efficiency of coal is negatively correlated with the total factor,oil efficiency and total factor energy efficiency clean positive correlation,but not significant.Economic development has a significant positive effect on the total factor efficiency,total factor of coal oil cleaning efficiency and total factor energy efficiency.The industrial structure,technological progress,government influence has a significant negative impact on the total factor efficiency,total factor of coal oil cleaning efficiency and total factor energy efficiency,technological progress may rebound effect.The influence degree of government influence on clean energy,which on the other hand to explain the non clean energy efficiency contribution increasing.At the same time,the convergence of the empirical model based on the convergence of total factor energy efficiency.During the sample period China provincial total factor energy efficiency is convergence,but the convergence of the whole domain is not stable.The convergence of regional GDP and carbon emissions in support of the provincial total factor energy efficiency,convergence of capital,labor and energy consumption does not support the provincial total factor energy efficiency.Finally,this paper based on the conclusions of the study,The differential energy policy for coal,oil and clean energy is proposed,to develop regional energy development strategy,promoting energy efficiency in central and western regions,to speed up the progress of science and technology policy,to further accelerate energy-saving emission reduction and energy efficiency.
