Climate Change Adaptation Strategy And Sustainable Development Model Selection In Guanzhong Area

Climate change causes a lot of problems in resource,environment and economy,which seriously threatened human survival and development.Active adjustment of behavior for adapting climate change has become a new expression of relationship between human and environment.Human adaptation to climate change is social problem,so social science began to be a new aspect of climate change research.The focus of research on climate change adaptation has transferred to microcosmic,short periods and regional research,especially comprehensive research on typical areas and the research on urban agglomeration with abundant human activities,on climate transition region and sensitive area to climate change,can offer cluster signals to climate change adaptation and the most evident feedback.So empirical research and regional research are important methods and basis of research on climate change research.Guanzhong Area is the area climate transited from the north to the south,which makes it easily affected by climate change.There is a large population and plenty of social and economic activities in Guanzhong Area,which caused a big stress on its eco-environment.Under the impact of climate change,active adaptation to climate change has turned to be the most significant task for Guanzhong Area.There is a great diversity in geographical location,natural environment,resource combination,and social economic development,which c'an provide rich empirical cases for climate change adaptation research.So this research takes a case of five cities in Guanzhong Area,including Xi'an,Xianyang,Baoji,Weinan and Tongchuan,uses such software as Excel,SPSS,Arc.GIS to count,analyze and demonstrate data on society,economy,climate,environment and disasters,uses the qualitative and quantitative methods from the aspect of social science,analyzing interaction and interrelationship by designing and exploring theory and process on climate change adaptation,consequently put forward policies,modes and suggestions on climate change adaptation in Guanzhong Area.Research on climate change adaptation can perfect theory on climate change adaptation,enrich regional empirical research on climate change adaptation,which provide very important theory consulting value and practice guidance for improving climate change adaptability in Guanzhong Area.The main contents are as follows:(1)Innovation of theories and processes on climate change adaptationTheories on climate change adaptation has been created together with Circle Theory of climate change adaptation,System Theory of climate change adaptation,Core-edge Theory of climate change adaptation.The processes of climate change adaptation has been audaciously innovated to analyze the mechanism of interaction and interrelationship between climate change and human activities,complex process of climate change adaptation has been advanced on climate adaptation chains arranged by longitude,climate adaptation zone arranged by latitude,and climate adaptation web arranged by longitude and latitude.(2)Analysis on the characters of climate change and assessment of climate change adaptability in Guanzhong AreaAnalysis has been made to show characters of climate change of Guanzhong Area in the past 52 years by using statistic data of monthly temperature and rainfall in 1960-2011 from 31 meteorological stations in Guanzhong Area.In the past 52 years,temperature in Guanzhong Area presents a rising tendency on the increase,while rainfall shows a general falling tendency on the decrease.Changes of temperature and rainfall present an evident positive correlation in winter,but a negative correlation in spring,summer and autumn,which also demonstrates a warm and dry tendency of increasing temperature and decreasing rainfall.Climate change causes disasters especially frequent climate disasters.Research on the impact of disasters in five cities of Guanzhong Area has been made to partly get some spatio-temporal information of disasters in Guanzhong Area by studying disasters happened in history and disasters occurred in recent 11 years.In order to get the adaptability of climate change in Guanzhong Area,agricultural climate change adaptability and complex climate change adaptability are assessed.(3)Innovations on the FBDD policies of optimized development for climate change adaptation in Guanzhong AreaIn order to promote climate change adaptation in Guanzhong Area,FBDD policies of optimized development has been proposed for implementing regional climate change adaptation and for macroscopic guidance and behavior control in Guanzhong Area.Climate friendly policy has been proposed from consciousness and behavior in order to change climate-friendly adaptation consciousness into climate-friendly adaptation adaptation.For the policy of regional macroscopic climate change adaptation,policy of climate bundle adaptation was created to bundle climate change adaptation to resource decrease,environmental protection and economic development for multi-successful purpose.On the aspect of macro-system for climate change adaptation,innovation was made on policy of climate duty adaptation by the way of climate duty education,climate duty labor,climate duty tax and climate duty military service.The aim of it is to achieve climate civilization by carrying out climate responsibility and duty.Since climate change mainly demonstrated in climate disasters,human adaptation to climate change is aimed at adaptation to climate disasters,thus policy on adaptation to climate disasters has been brought forward.(4)Choice on 3C modes of climate change adaptation for typical cities in Guanzhong AreaFor promoting climate change adaptability in Guanzhong Area,three typical cities in Guanzhong Area has been chosen from different directions:central,eastern and western.Climate adaptation industry in three cities are urban economy development in Xi'an,saving water for agriculture in Weinan,eco-tourism development in Baoji,climate change adaptation modes in Guanzhong Area were put forward.The 3C modes are climate change adaptation mode by low-carbon circular economy in Xi'an,climate change adaptation mode by saving water for agriculture in Weinan,climate change adaptation mode by eco-tourism development in Baoji,for the purpose of everlasting development,sustainable development and green development.(5)Suggestions for improving regional climate change adaptability in Guanzh'ong AreaClimate change adaptation mainly focuses on human behavior adjustment to adapt climate change.So,in order to promote climate change adaptability of the public,micro-control of individual behaviors should be developed,to restrain,limit and adjust human life and way of production for climate change adaptation.Climate change adaptability lies on climate adaptation consciousness,attitude of climate adaptation,climate adaptation behavior of the public,and measures for climate adaptability control by government.The implementation of Suggestions are from the two aspects:self-adjustment of the public and control and guidance of the government.The research build climate change adaptation modes to promote regional sustainable development in Guanzhong Area based on the practice research of five cities in Guanzhong Area,proposing policies of comprehensive adaptation and suggestions for advancing adaptation ability.This research can enrich theory accumulation and empirical cases,the policies,modes and suggestions for regional climate change adaptation has significant importance in theory and practice.
