| At present,agricultural production in China is characterized by the small farmers as the basic unit of operation,the increasing number of part-time farmers and the decreasing increasingly of rural labor force,thus there are some problems such as "extensive" management of small farmers,strong randomness of production operation and blind input of agricultural chemicals,which lead to frequent problems of agricultural product quality and safety.Jilin Province,as the main grain producing area,undertakes the task of national food security,both the government and the farmers have been aiming at the yield for a long time and ignored the problem of the quality and safety of agricultural products.Under the new demand of seeking quality and increasing efficiency,this production mode cannot meet the demand of the country for the quality and safety of agricultural products,nor can it meet the need of increasing farmers’ income.Therefore,it is urgent to strengthen the remolding of the agricultural product quality and safety control behavior of the agricultural product main body-small farmer through the transformation of the existing mode of production.Domestic and foreign scholars have done a lot of research on the quality and safety of agro-products.Scholars in China have done more in-depth research,including the reasons for the formation of the quality and safety of agro-products,the technical choice of farmers’ quality and safety of agro-products,input of agrochemicals,behavioral intention and so on.But in the research of producer behavior,there were more studies on the technical choice behavior of farmers and the effect of pesticide application behavior on the quality of agro-products in vegetables,fruits and pork.But there are few systematic studies on rice quality and safety control behavior of small farmers from psychological and objective factors in view of the quality and safety control behavior of agricultural products of small farmers,especially taking the rice farmers in the north as the research object based on the behavior theory.Based on the perspective of small farmers,this paper takes the rice farmers of Jilin province as the research object,on the basis of the systematic analysis of the forming mechanism of the quality and safety problems of agricultural products in China.this paper investigates the current situation of rice production of small-scale farmers in Jilin province and the actual performance of rice quality and safety control behavior by using the method of statistical analysis.It were verified andanalyzed to the forming mechanism of rice quality and safety control behavior intention of small farmers in Jilin Province and the decision-making mechanism of rice quality and safety control behavior of small farmers in Jilin province from the perspective of psychological factors and objective factors based on the questionnaire data of small farmers,were identified to the key factors that affect the quality and safety control behavior of agricultural products of small farmers,were excavated to the dynamic mechanism for small farmers to carry out the quality and safety control behavior of agricultural products in the process of production,and were investigated to the consistency between the willingness of small farmers to implement rice quality and safety control and their actual behavior,above all provide the basis for relevant government policies that promoting the small farmers to implement the quality and safety control of agricultural products,improving the overall level of agricultural product quality and safety.On the basis of the introduction of the first chapter and the basic theoretical analysis of the second chapter,it was made to a systematic analysis of the formation mechanism of the quality and safety problems of agricultural products in China in the third chapter by using the theory of information asymmetry,the theory of externality,the theory of government regulation and the theory of farmers’ behavior,was made to a deep analysis of the causes of the quality and safety problems of agricultural products in China from the theoretical and practical aspects.It is considered that the objective existence of small-scale farmers and their production behavior are the main reasons for the problems of the quality and safety of agricultural products in China.Chapter 4 It was constructed to a theoretical model of decision-making mechanism of small-scale farmers’ quality and safety control behavior and the research hypothesis based on the theory of planning behavior,it was expounded to the process of questionnaire design and data survey,last,it was summarized to the situation of rice and farmers in Jilin province in this paper.Chapter 5 It was verified to the behavior intention forming mechanism model of small farm agro-products quality and safety control by using structural equation method based on the theoretical model of planning behavior and the investigation data of rice farmers in Jilin province.The results showed that the behavior control perception and behavior attitude of small farmers had significant influence on the behavior intention of rice quality and safety control,and had greater influence onbehavior intention than that of subjective norms.It is concluded that the national regulation system has little effect on the quality and safety control behavior of small farmers in the absence of small-scale farmers’ production and sales links.Chapter 6 It was investigated to the current situation of quality and safety rice production of small farmers in Jilin Province and the actual behavior of rice quality and safety control by using statistical analysis method based on the questionnaire of rice farmers in Jilin province.According to the research hypothesis and research practice,14 variables were selected as independent variables of the behavior decision mechanism model of small-scale farmers’ quality and safety control,and an empirical analysis was carried out by using the dual Logistics econometric method.The results of empirical analysis showed that the main factors that significantly affect the quality and safety control behavior of small farmers are age,education level,household economic source structure,understanding of high quality and safe rice cultivation techniques.awareness of the government’s ban on the use of rice pesticides,frequency of participating in relevant knowledge and technical training,and rice marketing pattern and behavior intention.At same time,combined with the results of statistical analysis and empirical analysis,it is concluded that small farmers in Jilin province face many difficulties in production,such as funds,technology and marketing,although they have a high understanding of the factors affecting rice quality and safety.However,it does not significantly affect their actual behavior in implementing quality safety control in production,and there is a phenomenon that the behavior intention of rice quality and safety control and the willingness to produce rice of high quality and safety among small-scale farmers are higher than the actual behavior level.Chapter 7 It was constructed to the strategic model of remolding the behavior of small-scale farmers’ agro-products quality and safety control based on the results of empirical analysis in this chapter.According to the model of reshaping strategy,the author in this paper constructed the remodeling mechanism of small-scale farmers’ agro-products quality and safety control behavior from three angles of farmers,market and government,and put forward that the government should establish a long-term mechanism that includes improving the quality and safety control ability of agro-products of small-scale farmers,perfecting the high quality and high price of the market,improving the Government’s service of quality and safety of agro-products and regulation efficiency.It is necessary to guide,standardize and support the quality and safety production of agro-products of small-scale farmers through many regulatory measures,such as normative regulation,punitive regulation,incentive regulation and service regulation,etc,it is considered that service regulation is the most effective means of regulation for small-scale farmers.Chapter 8 The main conclusions of this study are summarized systematically,and the prospect of further research is put forward from the perspectives,objects and methods of the research. |
