| The relationship between environmental protection activities and economic development is the focus of current social attention and theoretical research.On the one hand,the implement of the new Environmental Protection Law of People`s Republic of China and the start of the action plan on air,water and soil pollution,make China's environmental protection enter into a new stage,the impacts of environmental protection activities on the economic and social are becoming more and more impressive.On the other hand,the environmental protection industry is booming,environmental protection has become a new economic growth point.From “lucid waters and lush mountains are nothing” to “lucid waters and lush mountains are also important”,then to “lucid waters and lush mountains are invaluable assets”,general secretary Xi Jinping's theory of "two mountains" reveals the evoluti on of the relationship between environmental protection and economic development.However,there is no systematic relationship between environmental protection and economy in China,and the mechanism,relationship and influence of environmental protection on economic development are not clear.The concept of green development to create economic value in qualitative expression,lack of quantitative research.Based on macro data quantitative analysis,it is difficult to explore the quantitative impact of environmental protection activities on the national economy industries,and it is difficult to form an integrated and comprehensive economic benefit and environmental benefit method system on environmental protection activities.All of these make the research on the quantitative coupling relationship between environmental protection and economic and social development very important.To solve the above problems,based on the System of Integrated Environmental and Economic Accounting(SEEA),this study introduces input and output accounting structure and method,treats environmental protection industry to provide pollution control products and services for the national economy as breakthrough point,proposes the framework and theory of environmental accounting in china,constructs the methods of measuring and evaluating the environmental benefits from source control,terminal treatment,negative benefits of environmental protection investment and environmental protection industry,comprehensively analyzes of the environmental impact of environmental protection activities from multiple perspectives.From discussing the effects of environmental protection investment on environmental protection industry(chapter three),then the effects of environmental protection industry on others(chapter four),to the effects of environmental protection investment and environmental protection industry on the economy(chapter five),the paper explore the mechanism of action between environmental protection and economic.Besides,from the source of industrial governance and the end governance to study the environment effects of environmental protection activities(chapter six).Finally,based on the above methods,the paper provide technology support for China's plan for controlling water pollution.First.based on the fourth environmental protection and related industry survey in 2011,the study accounts and separates the four fields of environmental protection industry from the 96 major categories of national economy,constructs the environmental protection industry,environmental protection expenditure and pollution control three accounts,works out input and output table of environmental protection activities including 33 national economic sectors,major water pollutants,air pollutants and environmental expenditure accounts.This solves the problem of combination of SEEA framework and the actual situation of China's environmental protection,makes the technology applications on accounting and separation of environmental protection industry from the national economy come true.Besides,It provides the tools and data base for quantitative analysis of environmental activities.Based on the input-output table,the model of environmental protection investment drives environmental protection industry was established,2010 and 2012 the driving coefficient of environmental protection investment on environmental protection industry was 0.89 and 0.92,the effects are weak.Then the Industry self-driving coefficient was put forward.Further analysis finds that input values are mostly flowing into manufacturing,mining and construction industries,One unit investment for environmental protection industry can drive its own benefit was only around 30%,in general,environmental protection industry is altruistic industry,intermediate,investment demand benefits transfer to other industries.The model of measuring the supply and demand structure was built,and the effects on supply and demand industries was put forward.The results showed that present stage of the environmental protection industry is the intermediate input manufacturing,primarily drives transportation equipment manufacturing,construction industry,metal smelting and rolling processing of steel industry and so on.In 2012,the sensitivity coefficient of the environmental protection industry is 0.9738,the influence coefficient is about 1.1533,both ranking in the10 th among 33 national industries.The environmental protection industry has a stimulating effect on the national economy,which is greater than that of the national economy,however,has not yet become a pillar industry.Environmental protection investment and environmental protection industry both are driving the national economy.In 2012,the final demand for environmental protection industry can induce an increase of 3.4 billion yuan in the national economy,located in the 21 th among 33 industries,weak induction capacity.Through the forecast,in 13 th Five-Year,direct investment in pollution control facilities amounted to approximately 4.1 billion yuan can drive the national economy increase the added value of 9.3billion yuan,investment more in environmental protection services can be driven to increase the value of more than 900 billion yuan,empirically shows that promoting the development of the third party governance and environmental services is conducive to the growth of environmental protection industry.The environmental benefits of environmental protection activities include two parts: source pollution control and environmental expenditure(terminal treatment).Environmental benefits of environmental expenditure has a two-way function.On the one hand,due to the new formation of fixed assets and production,pollutants are added.on the other hand,strengthening pollution abatement pollution,pollutants are eliminated.The results show that in 2012,environmental expenditure did the positive benefits far greater than the negative environmental benefits.According to cleaner production standards from the basic level to the international advanced level,it can effectively reduce the amount of pollutants produced in the main industry 30%~40%.Based above instrumental methods and economic impact,environmental impact technology,the economic,social and environmental benefit s of China's plan for controlling water pollution(CPCWP)are calculated and analyzed as a case study.The results show that CPCWP had good economic and social benefits,from 2015 to 2020,through direct,indirect and induced cumulative drive,the CPCWP inv estment can drive GDP growth of 8.4 trillions yuan,increase 4.8 million nonfarm jobs,promote the environmental protection industry.and greatly improve environment quality.This study provides technical support for the economic and social impact analysis of the CPCWP issued by the state council.In all,the economic and environmental benefits of environmental protection activities are calculated and analyzed,China's environmental protection activity accounting and quantitative empirical analysis are completed,the economic mechanism is revealed,economic and environmental benefits are quantitative measured,which lays a theoretical foundation for the transformation of China's environmental protection into a new economic growth point,and provides technic al support for the research on the economic and social impact of environmental policies,besides,important for environmental management and policy making. |
