The Research On The Impact Of Environmental Regulation On Enterprise Green Technology Innovation

Environmental pollutionalong with the rapid development of economic,is increasingly serious in our country.In the past ten years,especially since the eighteenth congress,the theoretical system of ecological civilization construction has been improved in our country,laws and regulations has been perfect continuously,and ecological civilization system reform has continued to deepen.It makes significant progresses in some areas and other key areas.As the direction of the modern science and technology revolution and industrial revolution,the green low carbon cycle development is the most active innovation and is the broad areas of development.Suggest to speed up the green low carbon cycle in the field of science and technology innovation and use advanced technology to improve productivity and efficiency of resource use.However,by the end of the technology innovation management,pollution control is in production and life,from development to process management,which needs to speed up the green technology innovation.Due to the environmental regulation has binding on governance of the environment and green technology innovation motivation of enterprise and the government.Therefore,it has necessity to do the research on environmental regulation policy and green technology innovation.This paper is based on the reality of China's environmental regulation and green technology innovation and discusses the influence of environmental regulation on enterprise green technological innovation thoroughly from the dynamic mechanism of green technology innovation,and.The research combines the methods of norms and empirical analysis,qualitative and quantitative analysis.Normative analysis part: Firstly,study the dynamic mechanism of green technology innovation on the basis of the analysis of internal and external influence factors of green technology innovation and their correlation;Secondly,redefinition in environmental regulation,and then analyze environmental regulation on the conduction mechanism of green technology innovation from two-dimensional and four quadrant;Finally,analyze the environmental regulation role about green technology innovation of enterprises from the intensity and tools of environmental regulation.The empirical analysis part: Be based on the analysis of China's environmental regulation and the current situation of green technology innovation,take advantage of panel data which is nearly a decade of provinces to study environmental regulation intensity and the influences of environmental regulation tools nearly.At the end of the paper,some suggestions are put forward according to the current situation of our country's environmental regulation policy.Innovation of this paper is mainly in three aspects:(1)the intension and extension of the environmental regulation is redefined.General scholars in the study consider the environment regulation as one of the aspects of government policy,there are some defects as a moderator variable inefficiently.This article in the paper has a new position about the environmental regulation that the environmental regulation as a complex involving subject,object and fuses in together,and has the effect of intermediate variable as a whole.It is more effective that see the environmental regulation as a whole when analyze enterprise green technological innovation in different stages and under different subject and object.(2)Using system dynamics to study the conduction mechanism of green technology innovation about environmental regulation.Being based on the scope of environmental regulation new connotation and found that different factors on the green technology innovation have different results.Which improving the influence of government makes a big change of system development,the second is the driving force of science and technology,interest,accumulation of green technology,social demand and market competition,corporate image and social supervision and exciting force.(3)It takes the design of variable selection into consideration which is close to the Chinese situation in the empirical analysis.The thesis adopts comprehensive index to measure the intensity of environmental regulation,and emphasize the importance of environmental regulation tools at the same time.Among them,most of scholars at home and abroad use one or more indicators to replace to select the environmental regulation indicators,and representation of data is one-sided and the quality of the data is relatively weak.This paper selected a variety of indicators to build evaluation system of environmental regulation,using principal component analysis and the comprehensive index to measure the intensity of environmental regulation,which makes the results more realistic.(4)Using the principle of PDCA management and introducing the China's environmental regulation efficiency evaluation based on DEA form a triangle theory which consists of three aspects: regulation intensity,regulation tools and efficiency evaluation.At the same time,determining the environmental regulation formulation,implementation and expectations can be more comprehensive by using DEA to evaluate efficiency of environmental regulation.Finally,aiming at the condition of the Chinese environmental regulation efficiency of part of the year is invalid,and put forward policy suggestions from three aspects that release of government controlling potential environmental regulation tools,reform environment environmental regulation tools such as market approach and encourage diversified development.
