With the improvement of C hina's industrialization,the contradiction between environmental protection and economic development is becoming more and more prominent.China has been implementing the policy of reform and opening to the outside world for more than 30 years and has created a "world miracle" of rapid economic development.However,the rapid development of the national economy has also brought increasingly serious environmental problems.The contradiction between the rapid development of the economy and environmental protection is a contradiction that the country urgently needs to solve now.How to properly handle the relationship between resources,environment and economic development,and create a win-win situation of enterprise development and environment is an important issue worth exploring.In this paper,Malmquist-Luenberger index method is used to measure the total factor productivity of C hina's provinces and cities in 2005-2014 years.After that,the green total factor prod uctivity is decomposed,and the technological progress index is identified as a green technological innovation variable.At the same time,this paper uses spatial panel model,from the geographical dimension and economic dimension analysis of environmental regulation affects the green technology innovation,that help us find a direct impact on the environmental regulation of green technological innovation mechanism and indirect effect mechanism,find the specific role of spatial factors in the environmental regulation.Through theoretical and empirical research,we draw the following conclusions:The impact of environmental regulation on green technology innovation can be divided into two aspects: direct and indirect effects.Through analyzing the direct impact effect,we find that whether the geographical distance weight space model or the economic distance weight space model,the influence of environmental regulation on green technology innovation has strong spatial dependence.In the geographic distance weight space model,environmental regulation promotes green technology innovation.In the spatial model of economic distance weight,there is a "inverted U" relationship between environmental regulation and green technology innovation.Besides,we also find that the scale effect of environmental regulation in neighboring areas is not conducive to the green technological innovation of enterprises,while human capital,corporate profits and foreign investment contribute to green technology innovation to some extent.Based on the analysis of the indirect effects,we found that the effect of adding in green technology innovation,the higher the level of environmental regulation,is not conducive to the increase of social material capital;the higher the level of environmental regulation,pollution intensity is low;the higher the level of environmental regulation,is not conducive to the increase of profits;the higher the level of environmental regulation.The introduction is not conducive to foreign investment.According to the conclusion,this paper establish a good environmental policy for the government to provide some policy suggestions to achieve the coordinated development of environment and resources: first,the government should increase the intensity of environmental regulation,environmental regulation policy flexible;second,the government should adjust measures to local conditions,formulate environmental regulation policy difference;third,the government needs to build the system of green the technology innovation from three aspects of innovation,efforts to introduce talents,R & D investment;fourth,develop a reasonable investment policy.
