Research On Measurement And Control Of Environmental Pollutants Cost In Jing-jin-ji

At present,the rapid development of industry of our country to promote the economic development,but subsequently,rapid economic development to further increase the emission of pollutants,have caused a great challenge to the fragile environment,have even affected the sustainable development of the economy of our country.It can be said that the rapid economic development is at the expense of the environment,the cost is called the environmental pollutants damage cost.Therefore,it is necessary to measure the environmental cost,we can provide data for the calculation of green GDP.Nowadays,how to apply the appropriate method or accurate measurement of environmental pollutants damage costs and how to control the environmental pollutants damage cost has been the core issue of environmental science,management science,economics and other academic research.With the development of Jing-Jin-Ji and collaborative development strategy,as China's economic growth,the third pole of the development of this region in the development of China's national economy,the role is increasing.This is an opportunity,selects Jing-Jin-Ji as the research object,applies the appropriate research methods to constructed a reasonable measurement model,from inside and outside two aspects,measures environmental pollutants damage costs in the area and compared them,according to the measurement results,the paper puts forward countermeasures to control the cost of damage which provide theoretical basis for the government and the related enterprises how to control environmental cost and develop the environmental protection policy.Firstly,this paper defines the types of environmental pollutants,which are controlled during “the thirteenth five –year”and defines the content and measurement category of environmental pollution damage cost,determines the measurement method and constructs measurement model.This article,which puts forward the measurement and the basis of measurement,is divided into two aspects: the cost of environmental pollution loss and the cost of environmental pollution governance.This article uses the Environmental Kuznets Curve Model to verify the relationship between the economic growth and environmental pollution in Jing-Jin-Ji and finds that it does not meet thetraditional inverted "U" type curve.The verified result provides the basis for the necessity of measurement and control environmental pollution damage cost.Secondly,this paper measures the loss cost of environmental pollutants among Jing-Jin-Ji.Applying correction human capital approach,medical expenses,shadow price method and other methods details,the article calculates the loss cost of air pollutants from 2008 to 2013,which also includes human health loss cost,the cost of agricultural losses,forest loss cost,construction and material loss costs,cleaning costs.In the same way,the article calculates water pollutants loss costs.Finally,the results environmental pollutants damage costs are 9781.11 one hundred million Yuan,7020.08 one hundred million Yuan,11488.87 one hundred million Yuan,8863.89 one hundred million Yuan,11093.24 one hundred million Yuan,21979.87 one hundred million Yuan from 2008 to2013 in Jing-Jin-Ji which presents W-type development trend.Then the measurement results are systematically analyzed from three angles.Thirdly,this paper measures the environmental pollutants govermance cost in Jing-Jin-Ji;It applies the virtual management cost method which measures environmental pollutants govermance cost from 2008 to 2013.Firstly,article calculates the govermance cost of air pollutants which includes govermance cost of air pollutants of industrial enterprises,govermance cost of life waste gas pollutants.Secondly,article calculates the govermance cost of water pollutants which includes govermance cost of water pollutants of industrial enterprises,govermance cost of water pollutants of agriculture,govermance cost of life waste water.Lastly.Environmental pollutants govermance cost respectively are 4837.42 one hundred million Yuan,4598.30 one hundred million Yuan,4439.47 one hundred million Yuan,10633.92 one hundred million Yuan,10340.42 one hundred million Yuan and 10045.23 one hundred million Yuan from 2008 to 2013,and has been systematically analyzed about the measurement results from multiple angles.Among them,the ratio of water pollution governance cost occupies nearly 97% per year of the cost of environmental pollutant total control.The ratio of air pollution governance cost is lesser.Then,are a multi-angle analysis about the measurement results,it is concluded that the Environmental pollutants govermance cost of the second industry occupied the largest proportion among the three major industries,the annual average of 98.48%;Chemical raw materials and chemical products manufacturing,textile,foodmanufacturing,oil processing,pharmaceutical manufacturing,beverage manufacturing,fabricated metal products,leather and its products,ferrous metal smelting and rolling processing industry,electric power,heat production and supply industry is in the top 10 of heavy pollution industry.Once more,this paper compares the environmental pollutants lost cost and environmental pollutants govermance cost.Through the comparison of the two can be concluded that the total cost of environmental pollutants lost cost is much larger than environmental pollutants govermance cost,nearly 1.9 times of the former is the latter;In2008-2013,the multiple of the unit damage cost on the unit governance cost is: 1.71 times.According to the comparison results,it reaches the multiples about offshoring environmental cost,provides data basis for formulating the policy of polluter's punishment,paying the pollutant charge,levying the green taxes.Finally,this paper puts forward the control strategy of environmental pollutants damage cost according to the result of measuring.From the micro level of enterprises and the macro level of government two angles,the article puts forward the targeted control measures.Enterprises should establish a set of perfect environment cost accounting system,which includes confirmation?measurement?collection?distribution and control of environmental pollutants damage cost,which enhances the voluntary disclosure initiative of environmental information and controls environmental pollutants damage cost.The government strictly controls environmental pollutants damage cost,makes the environmental protection policy of the best and then realizes development goals of integration of economic and environment in Jing-Jin-Ji by legal and administrative means,economical regulation and control means,emission reduction technology and adjustment of industrial structure.
