Research On The Intensive Development Of New Material Industry In China

The new material industry is a high-tech and high-value-added industry.However,the national background of the development of China's new materials industry is special,fierce regional industrial competition,the existence of the same industrial structure,low-level repeated construction,low efficiency of industrial development,extensive development and other problems.The intensive development of new material industry is not only an effective way to improve the optimal allocation of resources in new material industry,but also an inevitable requirement to promote the transformation and upgrading of manufacturing industry.This paper will explore and construct a comprehensive evaluation index system to measure the intensive development level of the new material industry,and study the path of the intensive development of the new material industry in order to promote the intensive development of the new material industry in China.The article is divided into the following parts:Firstly,based on Marx's theory of industrial intensification and the theory of industrial intensification in western economics,this paper explores the theory of industrial intensification.The theory of industrial intensification is to study the optimal allocation and rational utilization of a series of resources from the meso level.It includes the definition of the concept of industrial intensification,the related elements and dynamic mechanism of industrial intensification,in order to enrich the relevant theoretical research on the intensive development of new material industry in China.Secondly,the main problems and constraints in the development of new material industry in China are analyzed.Although the scale of the new material industry is growing rapidly,it is still dominated by small and medium-sized enterprises.The scale of enterprises is still small,lack of large enterprises,the degree of industrial concentration is low,the low industrial technology level,and serious problems of excessive competition and overcapacity.The total factor productivity(TFP)with its decomposition of new material industry and its subdivided industries in China are empirically analyzed by SFA method.It is found that the total factor productivity growth of the new material industry is less than 50%,which belongs to extensive development.The total factor productivity growth of the whole industry and each subdivision industry fluctuates sharply,and there is obvious industry heterogeneity.The technological progress rate is an important factor to improve the growth of total factor productivity.The technical efficiency is not significant,the unreasonable allocation of resources and the low scale efficiency are the main factors leading to the low total factor productivity growth.This paper probes into the reasons that restrict the development of China's new material industry,which mainly includes three aspects: the quality of enterprise employees is not high and the level of enterprise management is low at the micro level;there are regional barriers and convergence of industrial layout at the meso level;what is more,the intellectual property protection and industrial standard system are not perfect at the macro level.Thirdly,the intensive comprehensive evaluation index system of China's new material industry is constructed.This paper probes into the theoretical basis of selecting the intensive comprehensive evaluation index system of the new material industry,establishes the basic principles of the evaluation index system,constructs the intensive comprehensive evaluation index system of the new material industry on the basis of literature reading,evaluates the index by using the Delphi method,and tests the reliability of the expert opinion through the statistical processing method.The results show that the expert opinion is high in reliability.According to the expert score,the pairwise judgment matrix is constructed,and the weight of each index is determined by analytic hierarchy process(AHP).Finally,the intensive level of new material industry in Jiangsu Province is evaluated by TOPSIS method.The empirical results show that the intensive level of new material industry in Jiangsu Province from 2005 to 2017 is increasing year by year,the level of industrial technology is constantly improving,and the new material industry in Jiangsu Province is changing and upgrading to intensive development,and the evaluation model is scientific,objective and feasible.Fourthly,the background,policy,present situation,mechanism and way of the intensive development of the new material industry in the western developed countries are examined.It is found that all countries attach great importance to the strategic planning and technological innovation in the field of new material,and issue a series of policy plans intensively,and constantly enhance the R&D investment in the high-end field of new material,which provides experience and enlightenment for the development of new material industry in China.Fifthly,the paper puts forward the path choice for promoting the intensive development of the new material industry in China,the main paths are to rely on technological innovation and organizational innovation to achieve industrial intensive development.Through strengthening the scientific research of key technologies,popularizing key technologies and advanced technologies,developing technology intermediary service institutions and perfecting industrial technology policies to promote industrial technological innovation;through the construction of intensive industrial organization structure,optimizing the layout of industrial clusters and building green industrial chains to promote industrial organizational innovation,and will eventually achieve the intensive development of new material industry.Sixthly,this paper puts forward some countermeasures and suggestions on how to promote the intensive development of new material industry in our country.It is believed that the concept of industrial intensive development should be established,improve the system of intellectual property protection,establish and perfect the industrial standard system,strengthen the strategy of cultivating and introducing talents,and promote the diversified financial policy.
