Today, transboundary acid rain issue has become one of the contents in bilateral ormultilateral environmental diplomacy. Compared with two acid rain areas—North Europeand North America, there are some vivid traits in the cooperation among China, Japan andSouth Korea about acid rain issue: the cooperation among China, Japan and South Koreaabout acid rain issue started quite late but developed rapidly; because of the influences ofacid rain, Japan leads the three countries' cooperation actively; the cooperation isdominated by the governments. In the cooperation about acid rain issue, three countriesseparately adopte different positions and play different parts: Japan sparkplugsgovernmental talks actively, to influence the course of the cooperation among the threecountries about acid rain issue by using Official Development Assistance, offerenvironmental equipment, strengthen the academic communion and other forms; SouthKorea puts up neutral attitude towards the cooperation on acid rain issue among the threecountries, plays a part as a benefit reconciler and makes special tributes; For China, on theone hand, China attaches importance to the serious acyuality of national acid rain issueand takes measures to control it. On the other hand, China persists in the principle ofco-responsibility on acid rain issue and takes part in international cooperation among thethree countries on acid rain issue. Moreover, there are some prominent problems such asthe theory about environmental threats of China, the adjusting of energy sources structureand political deadlock between China and Japan, etc. China should reply these problemsappropriately to promote the cooperation among the three countries on acid rain issue todevelop successfully.
