With the rapid development of world economic integration, foreign trade has gradually become an important support point of a country's economy, and its proportion in the national economy is also increasing, but the resulting implied international carbon flow increase rapidly and the increasingly frequent, the resulting carbon leakage and carbon transfer environmental problems also gradually cause the attention of the countries, some countries have adopted a series of measures, such as carbon tariffs will no doubt on our country's export sector inevitable loss, according to the statistics of the world bank report shows that carbon tariffs widely implemented can lead to a 21% drop in export trade in our country,at the same time, with the promotion of environmental protection awareness, more and more enterprises regard carbon labeling as one of the core competitiveness of their products. In the long run,China's export competitive advantage dominated by high-carbon products will no longer exist, and the trend of trade-off in low-carbon trade with developed countries will undoubtedly have a negative impact on the development of China's national economy. This paper is based on the data of World Input-Output Table(2016 edition)in WIOD database, combined with the European commission's joint research center of national energy consumption carbon emissions data, using the input-output method to study the more areas and between the United States,Japan and Korea three countries import and export carbon emissions data, and build a low carbon competitiveness model to our country foreign trade and the low carbon competitiveness between the three countries are analyzed and compared, according to the results;1.China is a net exporter of embodied carbon emission in its foreign trade with these three countries, among which China's trade with the United States and South Korea shows an inverted u-shaped development trend. From the perspective of industrial sector division, the net export of implied carbon is mainly concentrated in the secondary industry.2.China's low carbon trade competitiveness against the United States is in decline in most industry sectors,China to Japan's low carbon trade competitiveness for industry division of comparative disadvantage significantly more than the comparative advantage of industry sectors,China to South Korea low carbon trade competitiveness benign development trend, the departments were significantly improve low carbon competitiveness,in contrast,China's low carbon trade competitiveness for the United States and Japan show the competitive advantage industry significantly less than the competitive disadvantage of departments, comparative disadvantage industry sectors is given priority to with high-end manufacturing and services.Based on the above conclusions, this paper puts forward countermeasures and Suggestions to reduce industrial carbon emissions and improve trade low-carbon competitiveness from three dimensions of national level, industrial level and enterprise level,so as to provide relevant reference for China to control environmental pollution and maintain trade competitiveness.
