In the 21st century,the development of low-carbon economy has become the world core strategy to address global climate change and sustainable development.Power system includes power production aspect and consumption aspect.The power production is the conversion of primary energy to secondary energy,and the power consumption is the distribution and use of power energy.The two aspects will emit large quantities of CO2 and other greenhouse gases.Thus,the development of low-carbon electricity brings many challenges for our existing power system presents,especially for power production aspect.Not only to carbon emissions of existing fossil-fuel generator units should be reduced,but also clean development of power generation technology mainly supported by renewable energy should be released.Renewable energy is primary energy which can restore the original features by itself and can be used sustainably.Currently solar and wind renewable energy is widely developed in China.If the renewable energy generation capacity is relatively small,it is usually mounted directly in the user peripherals called distributed power.When renewable energy generation capacity reaches a certain size,it is mainly be transmitted from the supply side to the user through energy transmission and distribution facilities.Under the traditional development model,generation capacity is mainly for power generation side,but in the context of low-carbon development,power generation capacity is distributed in all aspects of energy supply,including the supply side of renewable energy,the power transmission of distributed network and the client's demand-side resources.First,the status and issues renewable energy generation capacity investment is analyzed from the generation side,the transmission side and load side.Currently,the problem of peaking and connectted into the grid are caused by the intermittent of renewable energy generation,and price mechanisms caused by the high cost of renewable power generation,among which the management system and organizational division are available factors of renewable energy generation.The existence of these problems could undermine the scale economy and investment effectiveness of smart grid.Therefore,it will be of great significance to research the status quo and impact factors of renewable energy generation capacity from the supply side,the transmission side and the load side,which will solve the problems of renewable energy generation to be connected into grid largely and realize the target of smart grid construction.Second,the renewable energy generation capacity investment model is built from the perspective of the generation side.If renewable energy can generate revenue for investors,get momentum for sustainable development,and promote the realization of the whole society emission reduction targets or not,the key is the reasonable optimization of generation capacity investment to achieve coordinated scheduling of supply side resources.Optimize generation capacity investment need to meet the requirements of load and grid operation,but not over-investment.By analyzing the impact factors of renewable energy generation capacity under the low-carbon background,the generation capacity investment model is established considering market competition,the relevant policy instruments,carbon emissions trading rights and other low-carbon and green certificate mechanism.Meanwhile,the Newton KKT interior-point method combined with numerical examples is used to research effects of ETS tradable green certificate mechanism on generation capacity investments.Third,the capacity planning model is built from the perspective of the distribution aspects.The line loss allocation modeled with distributed power is built based on nodal price after the analysis of loss-sharing issues connected into the distribution grid.Based on the equilibrium of loss minimization and distributed generation capacity maximization,the PSO algorithm is proposed to research the location and capacity of distributed generation.Fourth,the multi-objective programming model for power system is built considering energy sustainable development from the perspective of the demand side.From the perspective of sustainable energy development,the multi-objective power expansion planning model is established by considering minimizing operating costs,minimizing greenhouse gas emissions and energy diversification of power generation.Meanwhile,multi-goal differential evolutionary algorithm is adopted to achieve the optimal balance program among different goals in order to achieve the coordination investment of electricity generation capacity of renewable energy under the low-carbon development background.Fifth,in order to achieve the emission reduction targets of the power industry,not only renewable energy generation capacity investment model from the technical aspects should be studied,but also need to study the incentives of renewable energy generation capacity investment in China,thus large-scale renewable energy generation into grid will be realized under the circumstances of ensuring grid enterprise income.On the basis of the current situation of China's renewable energy generation capacity and investment incentive mechanism,the investment incentives researches from the supply side,distribution side and load side research in the low-carbon context can promote large-scale renewable energy generation connected into grid,thus contributing to the further development of renewable energy generation.
