At present,the rate of urbanization in our country has been continuously raised,with the continuous development of economy and society.Townships have become one of the main vehicles for accommodating urban residents,which Widely distributed in our country,because large and medium-sized cities have limited population carrying capacity.However,the complex and diverse topography determines that some of these townships need to be established in mountainous areas,that prone to natural disasters and other unconventional emergencies(mountainous areas refers to mountains,hills,basins and more rugged plateaus).So,improve the level of emergency management,and construct a service network of public emergency facilities in the mountain towns,become an important theoretical and practical significance of the research topic.After years of hard work,scholars have made many achievements in the research of emergency facility location model,but there are still two shortcomings in the following aspects;(1)lack of combination of theory and practice,the current scholars mostly focus on the theoretical research,with less contact with the actual model research and verification;(2)many achievements is about research on service network optimization of urban and regional public emergency facilities,little achievements is about research on service network optimization of township public emergency facilities(Especially with the characteristics of mountain township emergency service network optimization research is less).This research starts from the following aspects:Firstly,introduce traffic satisfaction and road damage risk factor,based on the traditional concept of time satisfaction,builds the maximum coverage model based on satisfaction of multiple attributes,design immune optimization algorithm,validation models and algorithms by an example;secondly,from the perspective of supply and demand,based on the idea of multiple coverage,the objective is satisfaction of demand is greatest,construct multi-coverage model considering supply and demand,design immune optimization algorithm,validation models by an example;thirdly,taking into account the "coverage quality" and "operating efficiency" of public emergency facilities service networks,construct multi-coverage model considering efficiency,design immune optimization algorithm,validation models by an example;fourthly,taking into account that the location of emergency facilities is greatly affected by geological conditions and topography,a multi-coverage model considering traffic reachability is constructed,design immune optimization algorithm,validation models and algorithms by an example;finally,considering that emergency rescue is a dynamic process,a dynamic multiple coverage model considering the change of emergency rescue scenarios is constructed;in addition,this paper combined with the characteristics of regional emergency logistics network location,explores the construction of an emergency logistics network in the urban agglomeration of the yangtze river delta,based on the location selection model for public emergency facilities service networks in mountainous townships.The results are as follows:(1)The multi-attribute satisfaction function can more accurately describe the level of satisfaction of the emergency demand point for emergency services,in the mountainous areas of townships;(2)from the perspective of supply and demand,expanding the meaning of "multiple coverage" can avoid the disorder in the emergency service provision process;(3)constructing multiple coverage models that take into account the "coverage quality" and "operational efficiency" of the public emergency facilities service network can further enhance the scientific nature of the model;(4)the reliability and survivability of public emergency service facilities in mountainous townships have been improved,by increasing the selection of alternative public emergency facilities;(5)according to changes in the emergency rescue situation,adjustment of the service network of public emergency facilities in mountainous townships can reduce the waste of public emergency resources on the premise of ensuring that emergency service requirements are met;(6)the regional expansion study of the public emergency facilities service network location model in mountainous townships has further expanded the scope of application of the research findings and ideas in the field of emergency network location,by combining the characteristics of regional emergency logistics network location.
