With the acceleration of economic globalization,the process of urbanization is changing with each passing day.However,due to the limited population carrying capacity of large and medium-sized cities,towns and townships spread widely have become the main gathering places of township residents.The development of urban-rural integration makes people's life and work more comfortable,convenient and efficient.However,due to the complex topographic structure of villages and towns,some villages and towns are located in mountainous areas,hills,basins and other places,which are prone to natural disasters.It is not only necessary but also very important to improve the public safety of villages and towns,form a rapid response,effective coordination and effective emergency rescue mechanism.The location of emergency service facilities in Township emergency management has always been a research hotspot at home and abroad.Its core content is to study the location selection of emergency service facilities and the optimal allocation of resources.The research on the location of emergency facilities in villages and towns began in the 1970 s.After decades of development,a theoretical system of professional system has gradually been formed,which can be summarized as set coverage model,maximum coverage model,P-center model,P-median model and the generalization of various models,as well as some effective algorithms such as heuristic algorithm,genetic algorithm and simulated annealing algorithm.These research results provide strong support for dealing with Township emergencies and improving Township emergency security.However,it needs to be pointed out that most of the existing research results of township emergency service management are based on some conventional factors such as time and population,while few research results are related to the construction and operation cost of emergency service facilities and the overtime loss cost of emergency service facilities.This paper uses the classical location theory of collective coverage and maximum coverage to analyze the construction and operation cost of township emergency facilities as well as overtime.The time-loss cost problem is analyzed and studied emphatically.Adding reliability conditions to the model,the restriction conditions will be weakened appropriately to achieve the permissible conditions of the system,and strive to establish a more practical Township emergency service facility system.Firstly,based on the basic theory of location selection,this paper summarizes and analyses the problems of discrete location and continuous location.At the same time,focusing on the location,quantity and service optimization of emergency service facilities in villages and towns,this paper establishes a location service model with the construction and operation cost of emergency service facilities and the overtime loss of emergency service facilities as the main factors.At the same time,in order to ensure the emergencies in villages and towns.In order to fully cover the demand points of emergency facilities,a dynamic control budget scheme is proposed,and reliability conditions are added to the model.Let managers constantly improve and strive to establish a township emergency facility location model better in line with the actual situation.Finally,the algorithm of the model is analyzed synthetically,and a compound iterative algorithm is selected.Different reliability conditions are obtained by the compound iterative algorithm,and the variation of the optimal solution of the model under different reliability levels is analyzed in detail.Reliability level has an important impact on the layout of emergency facilities in villages and towns.By varying degrees of adjustment of reliability,various factors in the layout of emergency facilities can be better co-ordinated.The model established in this paper takes into account the construction and operation cost of emergency service facilities and the overtime loss of emergency service facilities.It has a certain practical value for the location and layout of township emergency service facilities.
