Research On The Interactive Convergence Policy System Of Regional Equipment Manufacturing And Producer Services Industry

Equipment manufacturing industry is the foundation of manufacturing industry.As an indispensable basis for the modernization of a country,it also plays an important role in the development of social productive forces.It is also the fundamental manifestation of the international competitiveness demonstrated by the state."Made in China 2025" made it clear that the high-end equipment manufacturing industry is the key area to be promoted by the future countries and proposed to actively develop the service-oriented manufacturing and speed up the coordinated development of manufacturing and service.It also pointed out that in building a powerful nation,we must give play to the advantages of the system,mobilize the efforts of all parties,further deepen the reform,improve policies and measures,and establish a flexible and efficient implementation mechanism.The interactive convergence of the equipment manufacturing industry and the producer service industry is an inevitable trend.The policy formulation on the convergence of the two industries is conducive to the healthy and rapid development of the industry and provides a strong guarantee for our country to enhance its national competitiveness.Researching on the convergence policy of equipment manufacturing industry and producer service industry and perfecting the formulation,implementation,simulation and guarantee of policies will be conducive to the extension of China’s equipment manufacturing industry at both ends of the value chain,which can effectively enhance China’s international competitiveness.Based on the definition of related concepts,the process and conditions for the interactive convergence of equipment manufacturing industry and producer services industry are analyzed.The relationship between the government and the market is analyzed,and the relationship between government and interactive convergence between the two industries is analyzed.Based on this,the government’s role in the interactive convergence is revealed.The foundation of interactive convergence policy of the two industries is analyzed,including the analysis of the connotation,goals,environment,functions,components,and matching relationships of the interactive convergence policy,and the mechanism of interactive convergence policy is revealed.Through the assumption of interactive convergence between the two industries,the structural equation model is used to test the relevant hypotheses.Based on the hypothesis of interactive convergence hypothesis testing,the specific design of the policy system of interactive convergence between the equipment manufacturing industry and the producer service industry is specifically designed from five perspectives,such as industrial organization policies,industrial structure policies,industrial layout policies,and industrial development policies.The purpose and principles of the evaluation of the interactive convergence policy are elaborated,the evaluation index system of the interactive convergence policy is constructed,the SD model of the interactive convergence policy simulation is constructed,and the interactive convergence policy simulation method is proposed.The mode of cooperation among the policy subjects is analyzed by using social network analysis on the basis of clarifying the implementation principle of the convergence policy and the subject and object.The interactive convergence policy tools are divided into voluntary type,mixed type and mandatory type through analysis of interactive convergence policy tools.Based on the three types of the convergence policies,a two-dimensional analysis framework of the convergence policy tools is constructed,and the structure and rationality of the interactive convergence policy instrument are revealed.Through the analysis of the vertical level coordination and horizontal sector cooperation in the implementation of the interactive convergence policy,the overall implementation plan of the interactive convergence policy is designed.And from the aspects of organizational guarantee,implementation environment,evaluation feedback,legal guarantee,and regulatory mechanism for the implementation of the interactive convergence policy,the implementation protection policies of the interactive convergence policy are described.Taking the Northeast as the empirical research object,the present situation of the equipment manufacturing industry and the producer service industry in northeast China is analyzed.The current situation of the convergence policy in Northeast China is explored by using the policy literature quantitative method and the Northeastern region interactive convergence policy is simulated.On the basis of that,the strategy for ensuring the implementation of the policy system for the convergence of equipment manufacturing industry and producer service in northeast China is put forward.The research on the policy system for the convergence of equipment manufacturing industry and producer service industry has further enriched and perfected the methodology of the convergence theory and provided theoretical guidance and reference for promoting the policy development of the equipment manufacturing industry and the producer service industry convergence.It is of great theoretical and practical significance to realize the convergence development of equipment manufacturing industry and producer service industry in our country.
