The benchmarking and evaluation of the energy consumption of public buildings can provide a data basis for building energy-saving work during the operation phase and is an important guarantee for the actual energy-saving effect. At present,in China, due to the many factors affecting energy consumption and the complex relationship of these factors, the building energy consumption of different climate zones and different functions is not directly comparable. In addition, due to the lack of basic data, there is no energy consumption evaluation index for different energy systems and equipment in buildings. The above problems lead to the lack of peer comparison based on actual operational data when determining the target building, the target system and the target equipment to be upgraded,so that the building energy-saving work in the operation phase lacks data guidance and the final actual energy-saving effect is not guaranteed. In view of the above problems, this paper proposes a set of comprehensive benchmarking and evaluation methods for operational energy consumption in public buildings to solve the problem of imperfect benchmarking methods in three typical application scenarios. The energy consumption benchmarking method based on three types of typical application scenarios based on limited data is studied and validated, and the effectiveness and accuracy of the new method are verified by actual data. The results show that the new method can achieve the peer comparison of total building energy consumption,sub-system energy consumption and equipment energy consumption, and provide comprehensive recommendations for energy-saving work.Firstly, based on the correlation analysis of the influencing factors of building energy consumption,it is proposed that the building energy consumption ratio evaluation model should fully reflect the complex correlation characteristics of building energy consumption.Aiming at the problem of model structure instability which is easy to occur in the conventional OLS-based multiple regression model,a multi-level test multiple regression modeling method based on OLS method is proposed.Aiming at the problem that the existing energy consumption evaluation lacks statistical test and the accuracy of the evaluation result is poor,a method of using double test and distribution function test is proposed, and an optimization method for establishing building energy consumption evaluation model is formed.Based on the actual survey data, the benchmarking and evaluation model of the total office buildings energy consumption of national-level in China was established.Secondly, according to the correlation between outdoor parameters, operating parameters and other parameters and building energy consumption, the total energy consumption of the building is split, which improves the accuracy of the splitting results. The normal distribution test method is used to establish the energy consumption evaluation methods for each group and determine the quantitative indicators.Based on the actual survey data,a group energy consumption benchmarking and evaluation model based on total energy consumption splitting of national-level office buildings in China was established, and quantitative indicators were determined. Then, based on the complex and variable non-steady-state characteristics of the building Mechanical Electrical & Plumbing system,a Non-Intrusive Load Measurement method using composite classification algorithm is established for the equipment energy splitting, and the accuracy of which is obtained by the application in an example project is significant improved. The actual data of the actual projects are used to verify the accuracy of the evaluation method for the total energy consumption and the grouped energy consumption. The verification results show that the evaluation results of the two methods completely match the measured data. Finally, the demonstration application for the first time of the total energy consumption benchmarking and evaluation method in the two cities and three types of public buildings in China is introduced, and the energy saving of the total energy consumption benchmarking and evaluation method in the national demonstration application is analyzed and estimated. The method proposed in this paper can provide comprehensive energy consumption benchmarking and evaluation evaluation and guidance for different depths and different levels for public buildings to carry out energy-saving work in the operation stage.
