Theory And Method Of Urban Green Space System Planning Implementation Evaluation

The vitality of planning lies in its implementation.Urban green space system planning undertakes the important task of planning urban green space and the reasonable layout of all kinds of green space.It is the important basis of urban landscaping construction and management.However,some urban green space is occupied by other types of construction and the implementation of urban green space system planning is not good.These problems affect the ecological service function of urban green space.The implementation evaluation of urban green space system planning is an important method to find out the problems in the implementation of planning and to improve the implementation of the plan.Using methods such as qualitative research,in-depth interview,case study and experience summarization,this research studies relevant laws and regulations on urban green space system planning,the "urban green space system planning" situation and the implementation of green space system planning in some cities.Interviews with experts,scholars and practitioners of urban and rural planning,implementation management,and garden construction management,as well as retrospective analysis of typical cases of unsuccessful implementation of urban green space planning are conducted during the research process.Based on all these,this paper gives its conclusions.The paper believes that the implementation of urban green space system planning is a system in which relevant laws and regulations are the basis,urban green space system planning is the content and relevant systems and operational mechanisms are the ways of implementation.It summarizes,from the perspective of "consistency" assessment,basic requirements for the implementation of the urban green space system planning by the legal and regulatory system,the urban green space system planning content classification,content requirement characteristics,expression characteristics and mandatory characteristics.From the perspective of "performance" assessment,it provides a dimensional analysis of the urban green space system planning implementation process,summarizes the urban green space system planning implementation methods into three core systems and four operational mechanisms,and also concludes the completeness,legality,efficiency and justice of the system and mechanism.Based on the above research,this paper puts forward the concept,basic theory and method of the evaluation of urban green space system planning implementation,which is an evaluation work of implementation process and results of the urban green space system planning that has been carried out.During the evaluation,planning comparison and implementation process analysis are basic methods.And the evaluation of urban green space system planning implementation,through providing feedback to planning and implementation management,corrects problems in planning,promotes the implementation of planning and ultimately achieve the planning goals.Its basic theory includes the value choice,target,task,principle,object,content,index and methods of urban green space system planning implementation evaluation.As for the core content of urban green space system planning implementation evaluation,namely the object,content and methods,this study proposes the basic evaluation object of "construction management condition"(result evaluation)and"implementation system and mechanism"(process evaluation).The evaluation of the construction management condition is based on "target-program consistency",and it is evaluated according to nature,quantity,structure,position and boundary.The evaluation of the implementation system and mechanism is based on completeness,legality,efficiency and justice.The paper proposes evaluation indicators and evaluation methods for the above contents.In addition,this paper presents the development strategy recommendations for the urban green space system planning implementation evaluation,the urban green space system planning strategy and the urban green space system planning implementation evaluation strategy.In conclusion,this paper discusses the implementation system of urban green space system planning and the theory and method of urban green space system planning implementation evaluation.All these discussions,especially the systematic construction of evaluation object and evaluation content,are innovative.At the same time,this research provides reference for establishing systems of urban green space system planning implementation evaluation,evaluating urban green space system planning implementation and improving urban green space system planning and implementation.
