Small scale and scattered distribution are the common forms of agriculture and forestry patches in the marginal area of mountain cities.The characteristics of mountainous areas and urban fringe areas are superimposed on the inherent property of the land,which gives it high composite service potential for the city and the natural system.The small farmland,which is adapted to the fluctuating terrain of the mountain area and the change of urban and rural gradient environment,can provide a more diversified and healthy food choice compared to the intensive agricultural production area,and ensure the maintenance of the nutrients supply of the complex functions of the human body,the small land can affect the national health strategy.The small forestland,which combines ridge,valley,and cliff line,can provide multiple habitats for species and strengthen the link between large patches.At the same time,as an organic component of the urban green infrastructure network,it maintains and regulates the flow of material energy.The mixed layout of agriculture and forestry patches makes rich stratification and clear structure of landscapes,which lays the foundation for leisure and recreation services.The geographical advantages of the fringe area improve the agriculture and forestry patches' benefits to the urban and rural areas.But because of the size of the patch,the small scale agriculture and forestry land have not reached the standard of rigid control areas such as the basic farmland protection area and the nature reserve,which makes it more likely to be encroached or destruction by the intensive agricultural production and the urban internal environment problems transfer,and even become the environmental crux of the outside of the construction area.In view of the present situation that the small scale agricultural and forestry land in the marginal area of mountainous cities is of high service value but unprotected,the concept of "agriculture-nature park" is introduced in this paper to try to guide the transformation of small scale agriculture and forestry land from single function to compound function in the form of park,and to achieve effective protection through the utilization of land resources.Integrating the traditional agriculture and forestry land planning and park planning methods,the paper tries to constructe the landscape ecological network which is comprised of agricultural production land and natural ecological land,like small plots of farmland,woodland,garden land and water body,emphasize the spatial connections between the network with regional ecosystem and urban artificial system from the perspective of system,improve the service quality and efficiency of the whole ecosystem,and put forward the feasible suggestions to optimize the current land management and control strategy and the planning method.The article is divided into four main parts:The first part is the chapter 1,which expounds the research background and puts forward the rationality of protecting small scale agricultural and forestry by the form of park,and makes clear the relevant concepts,research objectives and significance,research methods,and research path.The second part is Chapter 2-3,laying the theoretical foundation,putting forward the main strategies and forming a framework for planning research.Chapter 2 analyzes the practical problems in the protection and construction of small-scale agriculture and forestry land,puts forward the targeted ideas of "combining point and surface","conforming to nature","taking full consideration of both" and "connecting in vertical and horizontal directions",leads to the concept of agriculture-nature park,and clarifies the relationship of park planning and small-scale agriculture and forestry land in complex function and problems solving.Chapter 3 summarizes the theory and practice of the protection,utilization and management of high value agriculture and forestry land at home and abroad,lays the foundation for the planning theory and method of the agriculture-nature park,and proposes agriculture-nature park planning goal-oriented and planning control framework.The third part is Chapter 4-7,it systematically and comprehensively discusses the planning and management methods of agriculture-nature parks from the aspects of land selection,spatial organization,land use layout,industry guidance,planning management and control.Chapter 4 starts with the analysis of the intrinsic properties of land use and related natural ecological processes,identifies the high-value small-scale agriculture and forestry land that has basic supporting functions for ecosystem maintenance and service output,but is not effectively protected,and makes clear the potential park spaces range.Chapter 5 aims to maintain the output of regional eco-network composite services,which through the construction and superposition of natural woodland habitat networks,ecological process support networks,and agricultural and forestry production landscape networks,formes a regional agricultural and forestry landscape ecological network integrating agriculture-nature parks to improve the connection between natural ecological areas and urban areas,and to enhance the efficiency of ecosystem services.Chapter 6 is based on the functional and spatial differentiation of land use between urban and rural gradients,guides the classification and construction of park hub units that constitute the regional network of agricultural and forestry landscapes to achieve the compatibility of land use and protection,builds the greenway system to connect a series of hub units and urban and rural spaces,and guides the development of green industries.Chapter 7 include the introduction of environmental impact assessment mechanism,the strengthening of the horizontal and vertical convergence with related planning,and the appropriate use of land to encourage the public to participate,which could improve the landing of the planning control measures.The fourth part is the 8th chapter,which summarizes the key points and key points of the research,and puts forward the research deficiencies.
