Comprehensive Identification And Zoning Optimization Of Territorial Space Functions In Shanxi Province

Establishing a territorial space planning system is an important reform task to implement the national ecological civilization strategy.Spatial zoning is the core of territorial space planning,and also a cutting-edge topic in the field of regional sustainable development of earth science.According to the current research,there is no consensus on the method of spatial zoning and the positioning of the provincial territorial space zoning is still unclear.Meanwhile,the spatial governance of resource-based areas attracts a lot of attention under the background of high-quality development.Aiming at the above issues,this article took Shanxi as a case study to carry out a systematic theoretical framework and technical methods of the territorial space function zoning,which is the first province-wide pilot for comprehensive reforms of resource-based economy transformation at the national level.This research was expected to provide theoretical and technical support for the provincial territorial space planning,and also practical guidance for promoting the spatial transformation and high-quality development of resource-based areas.The main contents and conclusions were as follows.Firstly,the spatial function zoning system for different administrative management levels and function types in Shanxi were defined.Based on the comparison analysis of the existing territorial space classification and zoning system,a zoning system of territorial spatial functions was proposed upon the spatial function generation and evolution dynamic mechanism,corresponding to the five-level management system of nation,province,city,county and township.According to the main characteristics of the spatial function evolution and the demands of high-quality development in Shanxi,the types of spatial functions of resource-based areas were optimized as well.Secondly,in view of the problems in the current function evaluation method,optimized methods for comprehensive identification and zoning of spatial functions were built,introducing the principles of niche theory,comparative advantage theory,synergy theory and etc..The suitability evaluation of spatial functions was the core technical method,and the comparative advantage analysis and synergy analysis was the comparison criteria of spatial functions,while the spatial auto-correlation analysis and qualitative analysis by experts is the verification criteria.Thirdly,the index system which can illustrate the spatial characteristic of "state""power" and "resource environmental bearing capacity" of Shanxi were developed to evaluate the multi-function suitability with improved niche evaluation method.Based on the suitability evaluation,comparative advantage and cooperative analysis of spatial functions,the dominant function zoning scheme and the composite function zoning scheme of Shanxi were proposed to meet the reality demands and flexibility of spatial governance.The spatial strategy and recommendations were promoted correspondingly.In summary,the spatial function zoning system and methods of function evaluation,identification and zoning in this study is feasible,which is applied to different scale spatial zoning analysis,especially the macro and meso scales.The study also have good reference significance for the territorial space planning of provincial and resource-based regions.
