Research On Development Of Inner Mongolia Mutton Sheep Industry Supported By Public Fiscal Funds

Inner Mongolia Autonomous Region is an important animal husbandry base of China,with vast natural grassland and fertile Hetao Plain providing it with abundant resources of forge grass,and the unique advantages of resources and geographical position to developing mutton sheep industry.In order to adapt to the development of animal husbandry industrialization,Inner Mongolia established mutton sheep belt in western agricultural areas,eastern pastoral areas and semi-agricultural and semi-pastoral areas.Mutton sheep industry dominated by stall-feeding of agricultural areas and grassland animal husbandry of pastoral area has been formed.Meanwhile,Inner Mongolia formulated a series of policies and plans successively,which guide and support the development of mutton sheep industry with modern agriculture production funds.Therefore,it has important theoretical and practical significance to make research on how to utilize and improve fiscal policy system,seize good opportunity of development to promote the development of mutton sheep industry based on the principles of industrial development.From the perspective of guiding industry development with modern agricultural production funds,this dissertation takes the development of mutton sheep industry of Inner Mongolia as the main subject of research bytaking industrial economic theory,input-output theory and the theory of public fiscal policies in agriculture as theoretical support,explores the impact of guidance of fiscal policy funds on the development of mutton sheep industry of Inner Mongolia.On the basis of research on the development status and policy environment of mutton sheep industry of Inner Mongolia,an analysis to the development effect of mutton sheep industry under the guidance of modern agriculture production funds from the perspective of cooperatives,enterprises and performance evaluation of overall development of industry,respectively,was made byaiming to grasp the development status of mutton sheep industry of Inner Mongolia,seek the constraints of development,and provide practical reference for input in mutton sheep industry with policy-guided funds.The main point of views and conclusions are as follows:(1)Inner Mongolia has many advantages in resources and environment in developing mutton sheep industry,such as the advantages in geography and climate,agriculture and animal husbandry resources,grassland resources,regional layout,breeding resources,production technology and foreign markets,etc..Secondly,it has many advantages in policy environment,i.e.mutton sheep projects of 39 counties and banners were selected to be supported by the State-financed Modern Agricultural Production Funds,which focuses on quality sheep breeding,construction of quality traceability system,mutton sheep production subsidy policy,grassland award and subsidy policy,adopting loan with discounted interest for mutton sheep breeding through fiscal service function,which laid good foundation for ensuring the development of mutton sheep industry.Thirdly,it has good market environment,i.e.the steadily-increasing price of mutton,the improved level of production of mutton sheep,the strong consumer preferences and demand,the obvious brand effect of mutton sheep,and so on;Fourthly,it has good social environment,mainly reflected in increased urbanization ratio,increasing rural fixed assets investments,increasing highway mileage,and increasing rural electricity consumption,etc..Disposable income of rural residents increased year by year,Engle coefficient of Inner Mongolia decreased year by year,Engle coefficient of rural areas declines faster than urban areas.An analysis of development status of mutton sheep industry of China,Inner Mongolia and Bayannur shows that the amount of mutton sheep on hand and mutton production increase year by year.Mutton sheep industry holds dominant position in animal husbandry economy of Inner Mongolia,the outstanding feature is that the amount of mutton sheep is making up more than 70%,mutton production is making up over 40% of total output of meat,there are 15 breeding and breeding varieties of mutton sheep,breeding cooperatives of mutton sheep has developed rapidly,and the investment has increased year by year.Compared to other cities and prefectures in Inner Mongolia,Bayannur City has the comparative advantage of geographical position,policies,funds,the slaughter rate and amount of mutton sheep rank first in Inner Mongolia.(2)From the prospective of industry organization-cooperatives,an analysis was made to the impacts of development of mutton sheep industry on the income of participants and operation level of cooperatives.Firstly,H-P filtering analysis was adopted to analyze the changes of per capita income of employees of cooperatives before and after subsidy,which shows that industrialization level of sheep breeding and income level of sheep breeders have been improved under the influence of fiscal subsidies.Secondly,Analytic hierarchy process(AHP)was used to study the performance index of fiscal subsidies of mutton sheep cooperatives over the years,which shows that the trend of total mutton production,output value of mutton,scale of breeding,standardized performance indicators and total performance was increasing from 2008 to 2013,which indicates that fiscal subsidy policy for mutton sheep cooperatives improved enthusiasm and level of sheep breeding of farmers and herders,the effect of policy is obvious.From 2013 to 2015,the trend of standardized performance index and scale index of breeding was still increasing steadily,the trend of total performance is steady,while th e trend of total mutton production,production value of mutton sheep was decreasing;Finally,vector auto-regression model was used to make research on influence factors of performance index of fiscal subsidy policy for cooperatives,which finds that the a mount of fiscal subsidies has the biggest impact on it,and then labor productivity takes the second place,market price of mutton and per capita education years of employees have less impact relatively.(3)From the perspective of enterprise,a study was made to the impact of fiscal policy support on the development of mutton sheep enterprises.Case study 1: DEA Model was adopted to analyze input-output efficiency with the input-output data of 2009-2015 of Bamei Breeding Development Co.Ltd.of Wuyuan Count y,which finds that 2009 and 2010 belongs to inefficient year of input-output.Inefficiency turned into efficiency after 2010,this result is also very close to production function curve.The overall efficiency of inefficient years is above 0.9%,which shows that investment efficiency of fiscal funds of Bayannur is at a high level.There is a redundancy in input and output in inefficient years,showing that investment efficiency is inadequate in the process of investment of fiscal funds,thus fiscal input in redundancy needs to be reduced properly to realize the most effective allocation and Pareto optimality.Case study 2 takes Inner Mongolia Fengshuo Agriculture and Animal Husbandry Co.Ltd.as an example,fiscal analysis method was used to analyze economic benefit before and after support with fiscal funds.Evaluation was made on the basis of profitability,quality status of assets,debt risk status,business growth and supplementary information.To sum up,the enterprise has strong profitability,good capital turnover capacity,moderate debt risk and great potential of business growth,which shows that fiscal funds guidance has a great effect on operation of the enterprise.Expected benefit can be realized.In the future,fiscal funds can be invested continuously in these large-scale enterprises,so as to realize the leading role of enterprises.(4)From the perspective of evaluation of policy effect,establishing index system of industry development.Evaluating the performance of development of mutton sheep industry of research area,which provide experiences for future policy support in amount,method and direction.Firstly,principal component analysis was adopted to analyze mutton sheep industry of Inner Mongolia as well as each city and league,which finds that the key indicators influencing the development of mutton industry are homestead stock farms,corn yield,total output value of agriculture,forestry,animal husbandry and fishery,GDP and marketing rate of sheep;straw yield is the main influence facto r in resources and environment protection;the key influence factors in social aspect include the number of organizations of cooperatives of sheep breeding,per capita mutton consumption in rural areas,total number of people of livestock improvement stati on and commodity rate of goat.Secondly,taking 12 cities and leagues as research objects,evaluation indicators system has been established to make comprehensive evaluation to the development of mutton sheep industry of Inner Mongolia.The ranking of 12 c ities and leagues of Inner Mongolia in development of mutton sheep industry is as follows: Xilingol League and Chifeng share the first place,in turn,Hulunbeir,Tongliao and Erdos.Bayannur of agricultural areas ranks first,in turn,Ulanqab,Baotou and Hohhot.Thirdly,a research was made on Bayannur---the typical area of development of mutton sheep industry supported by fiscal funds.Evaluation indicators system of development of mutton sheep industry has been established as well,exploring the impact of fiscal support policy factor on the development of mutton sheep industry,which draws a conclusion: slaughtering rate of sheep is the key factor of influencing the development of mutton sheep industry in economic aspect,the key influence factors in social aspect are the number of organizations of cooperatives of sheep breeding,per capita mutton consumption in rural areas and commodity rate of goat,straw yield is the main influence factor in environment protection.
