Study On The Evaluation Of Wildlife Protection Value

With the development of industrialization and urbanization,the number and species of wildlife is decreasing at an alarming rate.It is estimated that the current rate of extinction is 1000 times faster than the natural state,1 million times faster than the rate of species formation,and the rate of extinction increases from 1 to 3 per hour.Wildlife is an indispensable and important part of the natural ecosystem.Human beings must protect wildlife if they want to ensure ecological safety and build ecological civilization.The main reason for human protection decision is the problem of money,that is,how much to calculate and how much returns it brings.Although the decision will be influenced by morality,aesthetics and science,it is mainly based on economic problems.Therefore,the outline of the 13th five-year plan for national economic and social development proposes to carry out the background investigation and assessment of biodiversity,and to clarify the background of China's wildlife quantity and quality.The evaluation of wildlife protection value is the theory and method to study the protection of wildlife.It is of great significance to formulate protection policies,to protect the resources and to improve the effectiveness of protection.The protection value of wildlife is the main judgment basis for all the protection behavior,which is on the premise of the endangered species scarcity,and the human being can preserve,continue and produce the total value through the protection of the species.It includes intrinsic value and utilization value.Intrinsic value belongs to the category of philosophy,and is the value of species to extend their own existence and characteristics.Utilization value is the contribution value of wildlife to human economy,ecology and society.This article first clarifies the relevant concepts,points out that the intrinsic value of the philosophical category is the value of the continuation of the wildlife as a germplasm resource,which can be embodied in five aspects,such as rarity,genetic resources information,natural history and evolution information,productivity supply capacity and the level of camp breeding.The method of economics is used to design the evaluation method of intrinsic value in the philosophical category,expands the application scope of protect economic theory and natural resources economics.Secondly,combing the influencing factors of wildlife protection value,analyzing the mechanism of these factors,putting forward research hypotheses and conducting empirical research,the results show that natural endowment is the most important factor affecting the protection value,and the value of ecological service is the most representative of the protection value of wildlife.These factors are related to each other and form a complex mechanism,which includes direct relations,intermediary relations and related relationships.Third,combining the research results of the protective value impact mechanism with the evaluation system,taking its own endowment characteristics as the main index of the evaluation of the value of germplasm resources,and putting forward the evaluation system of germplasm resources value including 5 factors and 15 indexes,the existing value evaluation method is improved,and the non consumption recreation value evaluation model based on CE method is designed,and the evaluation system of wildlife protection value including 4 categories and 14 items is constructed.According to the level and class of the protection of wildlife,the overall evaluation method of the protection value of wildlife of the first-class national protected animals,the second-class national protected animals and the animals out of the national protected list are clearly defined.Finally,3 species of Red Crowned Crane,black bear and northeastern forest frog were selected according to the level and class of protected.According to the results of the study,it is pertinent to put forward the policy of strengthening the protection of the germplasm resources of the first-class national protected animals,promoting the industrial and economic development of the second-class national protected animals,restoring the ecological service function of the animals out of the national protected list,and improving the social benefits of the wildlife.
