Rural governance is an important cornerstone of national governance systems modernization,whose results directly affect the actual effect on the rural vitalization strategy.On research of the ethical problems of rural governance in Chinese transition period,we should not only clarify the ethical problems of rural governance,but also sort out the causes of this ethical problem,through which a possible path of ethical solution to specific practice can be given.On the base of key concept on "rural area","governance" and "transition period",this dissertation is problem-oriented,which focuses on the goal,the main body and the system of rural governance during the transition period.First of all,for the goal of rural governance,economic growth leads to domination of rural governance in the one-sided pursuit of economic growth,intentional strengthening the relationship between utilitarian human feelings,excessive pursuit of "face" and other problems that violate moral values.Besides this,the "safety first" as the bottom line goal,"fairness and justice" as the actual requirements,and "better life" as the value of the goal of rural governance have been damaged.Rural areas should combine their own realities,reshape the bottom line goal of "safety first",construct the realistic requirements of fairness and justice,and achieve the goal of "better life".Second,in terms of the main body of rural governance,state power,village leaders and villagers all participated in rural governance to some extent,but they did not show their due value.Based on this reality,state power needs to transform from "control" to "service" in rural governance,from the role of "taking" to "giving",and from the way of "cultivating excellence" to"making up for lack".Village leaders need to establish the bottom line ethical requirements based on the interests of villagers,the ethical values of the responsibility based on the rural development,and the ethical principles of returning villages.In addition,they should also cultivate "new county sage" group,innovate villager autonomy form,stimulate endogenous strength and other ways,enhance village moral influence,build rational self-government platform and perfect rural moral value,so as to stimulate villagers' subject consciousness in rural governance.Third,as for the system of rural governance,the informal system mostly ruled by traditional rites is difficult to balance the interests of all sides of the village in content,and in the process of operation,it is impossible to treat all the individuals of the village with a unified standard.The formal system based on modeRN "rule of law" is difficult to embody the special value requirements of different villages in content.And in operation,it is likely to lead to the formalization of actual results.Only both of above based on villagers' autonomy merge with each other,can the change of old customs in the informal system and adaption to rural areas in the formal system be led by the complementarity of rite and law,from which effective restraint on rural order and villagers' life are being made.All in all,rural governance finally needs to return to the real life of villagers.Only when villagers expect the "better life" to be realized,can ethical desire of rural governance be completed,and the rural vitalization strategy can fully realized.
