On Synergetic Supply Of Social Security

Under the background of risk society,the frequent occurrence of social security events in China,the highlight of social contradictions and the increase in the uncertainty of public management make social and public security face unprecedented challenges.It is an urgency to break the governmental monopoly on the management of social security so that the safety claims can be discussed from the perspective of public management.So far,the social security management research focuses on the policing theory,risk and crisis management,security technology research and development,the safety system engineering,and other fields,which are usually related to community policing,crime prevention,counter-terrorism strategy,mass events,social security evaluation system.These studies are characteristically unsystematic.The research related to synergetic administration focuses on intergovernmental collaboration in the view of integrity governance.However,my dissertation first presents the social security supply problem,and exploits a brand new vision of social security research.Synergetics,derived from natural science,has ever been applied in areas such as economics,communication and enterprise management,but there is few domestic research applying this theory to the study of public service,public crisis management,and other issues.Therefore,my dissertation attempts to apply synergetics to the social security management,and systematically explore social security synergetic supply problems,which is a pioneering study in Chinese academic field.The significance of social security synergetic supply is demonstrated by both analyzing order parameters that influence social security from a new perspective of system theory,and exploring the implementation of social security system transformation and new effective security supply paths through the analysis of self-organizing synergetic mechanism.My dissertation discusses the following questions:the first one is the necessity of social security supply and core paths;the second one is social security related concepts,general principles and the model of synergetic supply framework;The third one is the order parameters of social security supply involved in two areas of both the quality of public service and citizen?social integration.There are also other influencing parameters,like synergetic subjects and their authority-responsibility relationship,information-based foundation,organization structure,policy system,and etc.;The fourth one includes the subsystems of social security supply,the self-organization dynamic mechanism and the whole operating mechanism;The fifth one is the current situation and the existing problems of social security in China,aiming to present the social security synergetic supply path and countermeasures on the basis of the analysis of typical sample.Regarding methodology,my dissertation includes four aspects:the first one is the normative research of theories;the second one is a descriptive research based on interviews and questionnaire;the third one shows policy suggestions which consists the main parts of the study;the fourth one is case study and comparative studies.This study proved that it is necessary and feasible to apply the basic principles of synergetics to social security supply.Under the background of risk society,the social security synergetic supply is an important mode of effective supply of social security.The main findings of the my dissertation are presented as follow:.(1)It is of theoretical significance to analyze the social security synergetic supply with synergetics tool.The social security supply facilitates further understanding of the essence of complex phenomena in present Chinese social security.The social mechanism caused by unsafe factors in the field of social security should be further analyzed.Moreover,based on the scientific concept of security and stability,it updates the risk management ideas and methods,and finally realizes the integration of social security supply.(2)The reformation of governance ideas and political institutions are the premises of the social security synergetic supply.The government should change their self-cognition,starting to identify synergetic opportunity,start synergism,and realize elements?integration by taking organization innovation,changing policy,constructing information system construction,and finally improvingthe social security synergetic supply subsystems..(3)The social security synergetic supply? core includes three coordination mechanisms.It aims to form the self-organizing system for social security synergetic supply by improving the operating mechanism in law,benefit and volunteerism.(4)From the perspective of synergetics,there exist in current China social public safety problems regarding five aspects if we take both public service quality and citizen's social integration degree as the order parameter.They include the path dependence of institutional system,jurisdiction competition over the interests and local protectionism,security information and cultural barriers,the immaturity of social organizations,and the relatively insufficient supply for social synergetic policy.(5)The democratized social security supply is taken as the target to obtain the social security synergetic effect.The path to realize the above effect is to normalize project-type synergism.Based on the upgrade of the security sense,this synergism is able to be achieved utilizing the negotiation,the mutual aid association and the inspiring mechanism establishment.The concrete way is that,the government adopts strategic planning of the social security synergetic supply.On the one hand,realize digital revolution of cross-border synergism and comprehensively improve the quality of public services through the social security information platform construction;on the other hand,increase the citizen's social integration degree through the improvement of the public trust to realize efficient collective actions in the field of security.Comprehensive promotion of the sense of social security should be achieved fundamentally.The government is suggested to offer bottom-up public security synergetic supply by projects first tried in small regionsThe innovation of my dissertation include:first,it presents the synergetic supply of social security model for social management.The differences between the state emergency and social security management are emphasized Both the mechanism of social security coordination supply,and the safe supply? social forces,are encouraged to become normalized in social security management mode.Second,by applying synergetics theory in natural science into public administration study,it forms theory frameworks for both order parameter and self-organizing system of social security synergism under the synergetic perspective,and finally build a related theoretical model.Third,research methods,concentrating on the management of the floating population and the social security problems,select specific regional samples.Using empirical methods such as interviews and surveys,social security synergetic supply samples are further investigated.I also further analyze the social security order parameters and self-organizing synergetic supply and actively explore the synergetic paths and countermeasures in China's social background.Due to the macroscopic feature of social security issues and the complexity of synergetic science,this research mainly focuses on social security synergetic supply system and its functioning rule on the macro level;on the micro level,I select the supply of community public security,regional security cooperation,the security sense of floating population to do synergetics analyses then put forward macro paths and countermeasures of social security supply.The possible inadequacy in my dissertation,up to now,is that the regions and domain of specific synergetic supply measures are not widely covered.This is also the direction of my further research.In face of the lack of social security supply,my dissertation calls the core public sectors to change the long entrenched concept of top-down regulation model which was utilized to seek social security and stability of society,to follow the scientific law of synergetics,to dig wisdom,potential and power from the society with more open attitudes,to strive to foster social trust as the first element of social capital,to mobilize all social forces to form a specifically self-organized social security synergetic network,then to form a well-functioning mechanism of social security synergetic supply.The above suggestions can break through the bottleneck of social security supply,and reshape the relationship between the government and society,so as to fundamentally realize social stability and make people to live and work in peace and contentment,and finally promote a stable and harmonious society.
