The proper level of the social security either has advantages on the social equality,guarantee-living, or can improve efficiency and encourage labour as the unity of the protection and encouragement. It is note in the report of out party'16th conference that"it is important insurance of social and economy development to build up moderation social security".The problems of the social security in western countries is caused by its lack of calculate of social security. In China, the construction of the social security should not follow the wrong way of the western countries which not reformed the social security until the social security met with some problemes. In fact, we should comply with the theory of the proper level of the social security; have a correct recognization and accurate measument on the level of the social security.In this academic thesis, on the base of the relating economy principles and social security theories, it offers the evalument and measurement of the social security's revence and expenditure, then from the reality of our country, it gives the accurate measurement of the balance and level of the social security, later, I will evaluate the consequences of what I have found and analyze it's functions. Finally, I will give the policy-advice; all of what I have done is served for establishing more effective social security system in China.
