Study On Influential Factors And Its Mechanism Of Local Governments Housing Policy Agenda

Considering housing as a basic human need and housing consumption as a strategic industry for national economic development,a country's housing policies have social security attributes and macro control attributes at the same time.Since Chinese government launched housing reform in 1980 s,the people's living standard has been improved steadily,yet the phenomenon of social status division on housing also occurred.On one hand the people who became the benefitted social group on this aspect includes those who have welfare housing,those who had bought property before the price went up,those who got married because their family could afford the purchase of property,and those governors' who enjoyed housing priority.While the dark side of this portrait is composed by the people who are called mortgage slave,the low income social group lingering around the slim chance of government low-rent housing,those who denied by the marriage chance because of having no house,and those migrant workers without local permanent residence.Even though the public policies on housing have evolved in the past 30 years,people and scholars showed great concerns on the content and execution of the policies while ignored the agenda of housing policies.Considering the fact that the local governments are the agent of making and executing the housing policies,while the central government is responsible for the top planning and directing the local governments housing policies' enactment and landing.Therefore a lot of public concern is attracted by the central government.Policy agenda is the first part of decision-making phase of the policy research,which starts from the defining the policy problem,how should the government transfer a social problem into a policy problem,and how could a policy problem be prompted into a government agenda.It shows the development of a country's democratic politics,and also shows the scientific mechanism of decision-making on government policy-making.Based on the above mentioned,this research takes the local government as the research object and local government housing policy agenda as the research subject.It analyzed empirical the connotation and the influence factors and the relationship between them of the local government housing policy agendausing the structural equation model(SEM).The main content of this research includes: First,it is found that the research on housing policy agenda is still weakalthough the research achievements are abundant on the subject of thepolicy agenda and the housing policiesthrough literature measurement analysis method.And which further supports the value of the topic and research significance.Second,the two measurement models and one structure model were constructed based on the literature research and the theoretical basis.So the research hypothesis were put forward according to the structure model.Third,the relevant departments of six cities in Gansu province were investigated and on which the structural equation model and the research hypothesis were verified with the help of SPSS and STATA data analysis tools.The data shows that three influential factors and six research hypothesis were through the verification.Forth,the data results were analyzed in theory and on which this article had the discussion in three aspects: the housing policy agenda,local goverment actions,the relationship between goverment and society.Finally,it draws the research conclusion and put forward the prospect of research.The main conclusions of this study were: First,the core ideas of Multiple-Streams Framework were part verified in the empirical test on the local government housing policy agenda;Second,the influence factors of local government housing policy agenda include SubjectFactor,Social Factor and Financial Factor;Third,the Subject Factor influences the local government housing policy agenda through the Problems and the Political Power;Fourth,the Social Factor influences the local government housing policy agenda through the Plan Alternative;Fifth,the Financial Factor influences the local government housing policy agenda through the Problems,the Plan Alternative and the Political Power.The theoretical contribution of this study is mainly manifested in the following aspects: First,this paper verifies the theoretical explanatory powerof Multiple-Streams Framework in the Chinese context and most of the core ideas were verified,and whichbroadenthe external validity of the theory;Second,the relevant factors of the policy agenda were divided into the constituent elements and influence factors,which contributes to the theoretical basis of policy agenda's element classification;Third,the theoretical model built based on the literature research and field interviews was part verified in the empirical test based on the data of six cities in Gansu province and which has a certain reference value for other the people's livelihood policy;Forth,this research explain the reasons for the formation of the housing problem and the execution effectof policy implementation.
