The Network Public Sphere is composed of the public,public opinion and the network public platform.The characteristics of the Network Public Sphere determine its influence on policy agenda.Since 2008,it has become China's first year of Internet politics,the public has been able to discuss,participate in,and promote the policy agenda through the Network Public Sphere.Especially in the field of education policy,the public generally holds a strong degree of attention and willingness to participate,making its influence more significant.Studying the positive influence of the Network public Sphere on the education policy agenda building,understanding its influential mechanism and operational logic,and helping to give full play to the value of the Network Public Sphere to the education policy agenda building has a strong practical significance.In view of this,this study explores the positive influence of the Network Public Sphere on the education policy agenda building from both macro and micro perspectives.First of all,the research discusses the following points: the public in the Network Public Sphere has anonymity,autonomy,and pluralism.Public opinion is characterized by limited rationality,non-homogeneity of views,and diversity of expressions.Public platform is limited in publicity,decentralized,and interactive.At the same time,the Network Public Sphere's political functions by helping the public achieve expanded political participation,convenient for the government to grasp the sensation and understand the public opinion,and acting as a coordination space between civil society and state power.Secondly,through the discourse analysis of the public opinion related to the child abuse incident in Ctrip's Parent-child Park and the Red,Yellow and Blue Kindergarten,the study believes that the positive influence of the Network Public Sphere on the education policy agenda building mainly includes the discovery of educational policy issues and the promotion of educational policies agenda,as well as facilitate the positive interaction between the public agenda and the government agenda;Thirdly,the study believes that the reasons for the Network Public Sphere to have a positive influence on the education policy agenda building can be analyzed from the micro,meso and macro levels.At the micro level,the public has a high degree of attention and participation in this child abuse incident,and a high level of discourse rationality in public opinion.At the same time,the government has also actively expressed its position and acted quickly;At the meso level,the special form of influence of the Network Public Sphere---The trigger mechanism and the spread of issues have highlighted the education issues of public concern,and quickly activated the education agenda building;At the macro level,the public's high attention to education,the government's education policy of "satisfying the people's education" and the network public platform's construction on content in the vertical field of education constitutes the reason why the Network Public Sphere can have a positive impact on the education policy agenda building.Finally,The research proposes a process model for the educational policy agendas in the Network Public Sphere,and discusses the significance and value of the Network Public Sphere on the educational policy agenda building.The research puts forward the following suggestions on how to give full play to the positive influence of the Network Public Sphere: promoting the institutional construction of the education policy agenda building through the Network Public Sphere,encouraging and guiding the public to participate actively and orderly in the education policy agenda building,and supporting and developing and constructing a network public platform for educational that is more prominent in publicity.
