Research About The Agenda Interaction Between The Government And The Public According To The Weibo Of The Local City Government Affairs

Nowadays,the social governance and the construction of a new relationship between government and the public become the important issues.The good interaction and communication between the government and the public are the realistic basis for further work of the government.The role of Weibo has become more and more important and it becomes a communication platform for all sectors.The Agenda Setting Theory provided an important way to study communication situations among groups.The Weibo of local city government affairs is a typical representative of urban government Weibo.At present,the research on agenda setting is relatively focused on the macro level,and it is relatively rare of the interaction between government agenda and public agenda for local cities.Therefore,the study of the agenda interaction between the government and the public based on the Weibo platform is very important to build up the relationship between the government and the public.The research took the local cities as the research object,and it can be divided into three parts.Firstly,it is the macro-level analysis.The data released by the local city governments and public data of ten cities(such as Weihai City,Luoyang City,Suqian City,Ma'anshan City,etc.)were selected and coded to confirm the manifestations and concerns of the agendas of both sides.Secondly,it is the medium-level analysis.The paper re-encoded the Weibo data of Ma'anshan Release focusing on issues.It analysed the specific process of the agenda interaction,the bias of the attention and attitude in different issues,the flow of issues and the attribute of issues between the two sides.Thirdly,it is the micro-level analysis.The paper selected fifteen hot issues to further analyze the exclusion and acceptance process.There were three findings in this study.Firstly,the bias of the agenda interaction were mainly to meet the psychological and social needs of the public.The individual-oriented demand was the main driving factor.The attribute bias were the sociality,the needs of practical and emotional information and the realization of self-worth and satisfaction of curiosity.The purely public participation behavior without individual interest was basically rare.Secondly,the topic attribute was pre-cured,and the degree of solidification was determined by the uncertain factors of the event.The influence of its attributes was more difficult to resolve unless someimportant and subversive changes had happened.Thirdly,the Fusion and Fracture were the result of the agenda interaction and the specific results were still related to the individual's guiding needs.Based on these,the research summarized the agenda interaction model between the local government and the public and discuss roughly about the role of social security and early warning mechanisms after the formation of the public spheres.
