As a sales mode without shop,direct sales came into China at the end of 80's of last century.Because of unclear understanding of Direct Selling,imperfect legal regulations,and the emergence of laid-off group at that time,some enterprises and individuals began to engage in Pyramid Sales Scheme activities in the name of Direct Selling.Pyramid Sales Scheme disrupted the market economic order,caused a variety of crimes,destructed the stability of family and society,and impacted the social honesty system which has been fragile.Although Chinese government issued a series of policies for Direct Sales and Pyramid Sales Scheme,laws and regulations was gradually improving,and relevant department banned Pyramid Sales Scheme resolutely,Pyramid Sales Scheme was still existing.And with the changing of macro social environment,Pyramid Sales Scheme organizations also carries out a lot of adaptive reform.So Pyramid Sales Scheme can not be eliminated completely.The 1040 Engineering,which is to be analyzed in this paper,is one of the important types of current Pyramid Sales Scheme.In this paper,research methods such as text analysis method,comparative method,case method and interviews method are adopted to analyze organization structure and operation mode of Pyramid Sales Scheme model similar to the type of 1040 Engineering based on open and rational system perspective of organization research.The significance of this paper lies in two aspects.One is in practice.It provides reference of the prevention and prohibition of Pyramid Sales Scheme for functional department such as local governments,public security organs,and industry and commerce administration departments etc.The second is in the level of organizational research.It expands research fields and categories of illegal organization comparing to the current situation of lacking of research.The paper mainly includes 7 chapters as following:The first chapter is the introduction part.Firstly,the paper makes a distinction between Pyramid Sales Scheme and Direct Sales because concepts of Pyramid Sales Scheme and Direct Sales are often confused in the existing research and daily use.Secondly,it analyzes the concrete manifestation of the current spreading trend and the adaptive changes of Pyramid Sales Scheme.Subsequently,it divides research literature on Pyramid Sales Scheme into four stages and summaries the main research topics of various stages according to the government understanding and attitudes to Pyramid Sales Scheme and the adjustment and perfection of laws and regulations for Pyramid Sales Scheme.Finally,it introduces the research aspects of research object,research level,research background,research content,research perspective,and research significance etc.Based on the relationship between organization or behavior and space and the theories of location decision-making and crime situation prevention,the second chapter concludes that 1040 Engineering has significant characteristics of organizational rationality in spatial location choice by organizational explanation in spatial location choice and comparative analysis of three specific development location.Then location factors of 1040 Engineering location decision-making are outlined:outside Participants' own province,high rent rate,low rent cost,convenient living facilities,imperfect management of large and new residential district or clustered residential district in suburb with concepts of open economic zone or investment and development zone.The third chapter mainly analyzes the participants and the process of entering the organization in 1040 Engineering.1040 Engineering requires existing members to list the targeted potential member to be persuaded to join the organization.Then 1040 Engineering screens all the targeted potential member and pinch on those who meet the requirements of the organization and have a high degree of trust.Next 1040 Engineering deceives targeted potential members and invites them to investigate business.Although the brainwashed inviter's original intention is to enrich together,this kind of deception is a typical "cheat acquaintances" mode from the joining results perspective.The fourth chapter explains the 1040 Engineering's brainwashing.On the basis of the brainwashing theories,especially on the theory of central route and peripheral route,the paper summaries detailed brainwashing tactics as following:main points of legitimacy self-constructing,organization dependent,situation hinting,social isolation,repeated information instilled,authority respected,affective assimilation,group advantage,and differentiated experience.The fifth chapter analyzes the organization structure and management mode from the perspective of bureaucracy system of 1040 Engineering.There is a complex emotional relationship among 1040 Engineering members,so it has typical features of inverse hierarchy.1040 Engineering structures the emotional relationship network through benefit five levels and three stages distribution system,responsibility system,cumulative system and transcendence promotion system,management unit based on family and department,management roles as parents and five large windows,and"twenty life management rules".Through interviews and seized confession letters,the paper sums up that the behavior structure and standard structure of 1040 Engineering organization operation is coincident.The sixth chapter discusses the organizational learning of 1040 Engineering from the perspective of the learning organization.Learning is the 1040 Engineering's most important organizational activity besides invitation and coordination.According to Marquardt's theory,this paper analyzes learning subsystem,organization subsystem,personnel subsystem and knowledge subsystem of 1040 Engineering.But from the point of view of two organizational learning objective,adaptation and innovation,1040 Engineering is a weak learning type organization because organizational members are not required to self innovate and organizational learning content and process has obvious features of ritual.The seventh chapter proposes Community-oriented and Problem-oriented Policing to govern 1040 Engineering.Based on introducing Community-oriented and Problem-oriented policing and theories of governance and good governance,the paper analyzes the existing problems and difficulties of cracking down and preventing 1040 Engineering according to the Q area case from policing subject,1040 Engineering organizational leaders,1040 Engineering participants and community aspects.The paper put forwards suggestions as strengthening idea,constructing an organization,obtaining supports,consolidating management and improving environment etc.to govern 1040 Engineering.
