On The Coupling Of Social Security System And Traditional Welfare Culture

In the construction of China's social security system,it is necessary to promote the coupling of the social security system and the traditional welfare culture in order to avoid the occurrence of the evil fruit of abandoning tradition as well as the welfare trap,and to carry forward the excellent traditional welfare culture and meet the welfare needs of the Chinese people.The coupling of the two has the feasibility:the theory of system transplantation,cultural selection and cultural inclusion provides theoretical feasibility.The successful cases of some countries in the Confucian culture circle and the compatibility between the Chinese and western welfare culture provide practical feasibility for coupling.At present,the coupling of the social security system and the traditional welfare culture is confronted with many favorable conditions of economic,political and social aspects,as well as the guide from the Marx doctrine,the socialist thought with Chinese characteristics in the new era and professional social welfare theory,which provide the Reality and theoretical basis of coupling respectively.On the basis of the existing foundation,the target of the coupling includes two goals:one is to build a social security system with Chinese characteristics,in order to meet the welfare needs of the Chinese people more comprehensively and create a "Chinese model" for social security.The other is the construction of a new type of welfare culture with Chinese characteristics,and the enhancement and display of China's Soft power in the field of social welfare.According the "identity" of traditional welfare culture in coupling,its coupling with the social security system mainly has six different ways:"psychology-system","thought-system","behavior-system","system-system","environment-system","resources_system".According the kind of interaction between the two parties,the process is mainly achieved through three ways:"absorption integration","protection acceptance" and "boosting support".On the coupling content,social insurance,social relief,and social welfare can be coupled with the specific contents of traditional welfare culture from three aspects of traditional welfare psychology,traditional welfare thought,and traditional welfare behavior.In order to achieve better coupling,the social security system should adapt to the requirements of traditional welfare culture.In social insurance,we can make a real pension personal account and increase its use,and try to take the family as a insured unit;in social relief,we should highlight the spiritual and ideological relief,strengthen the relief function of the family and the community,adjust the relief mode of the charitable organization according to the psychology of the people's donation;in social welfare,we should pay more attention to people's emotional needs,enhancing the self-protection ability of the individual,carrying out more folk supplies,and maintaining the relative balance of welfare rights and obligations.Therefoer,we build up a social security system with Chinese characteristics.
