The Construction Of Chinese Social Security System In View Of Positive Welfare

Giddens, scholars in the United Kingdom, thinks that we live in a world of globalization as a way of life. And it affects our political, economic, cultural as well as all aspects of technology. In the context of globalization, the risk we face has changed, but that is not to say we live in a more dangerous time than ever before. However, our attitudes towards risk should be changed. It is necessary to avoid risks, but we also need to face the risk actively. In short, positive welfare is to make decision actively rather than calculate the risk passively. It emphasizes self-fulfillment and duty, and its goal is to enhance our own viability through promoting our development. In the idea of Giddens'positive welfare, the reconstruction welfare state would be a social investment country, which establishes a new relationship between risk and safety, personal responsibility and collective responsibility. The insurance principle and risk prevention will still be core of social investment country. In any circumstances, we should invest in human capital rather than give benefits directly.The social security system of China has developed more than half a century, and it played an active role in the promotion of social stability, safeguard the basic livelihood of the people. However, globalization as a way of life also penetrates into the real life of Chinese people. Naturally, the social risks we faced are more and more uncertainty and unpredictability. The planned economy era, although the micro- welfare state model protect the minimum living standard of most of workers, but it also caused a great deal of inefficiency and waste of resources, as well as the lack of autonomy of the personal life. At the beginning of the reform and opening up, because our policies focus too much on "efficiency first", the Government reduces the burden for enterprises, and at the same time, the Government also throw its responsibility to the market. At that time the society organizations of China were still not perfect, and the market's orientation of chasing the profits decided it can not be responsible for the public service functions, and this resulting in a substantial loss of public services, in essence, it reduces the low-income workers the quality of life. Through the theory and practice analysis to the positive welfare, combined with socio-economic and social development in China the status quo, I think under the guidance of the positive benefits to build a new type of security system, mainly includes six parts:Part I: The chapter analyses of the social security system in our country which has a negative welfare orientation, made a study of some related positive well-being paper and pointed out that the research methods I application with.Part II: The chapter analyses of the background of the positive welfare and the main theoretical of the idea. The positive welfare are advanced when we faced economic globalization, welfare-state face the plight and the new liberal's reform encountered failure. By analysis of the background of the positive welfare, we point out the changes of the guiding ideology of the social security system and introduce its major innovations in thought.Part III: This chapter analyses the positive welfare system of the developed. That part of the United Kingdom, Germany, Japan, the three developed countries, the social security system reform and its active employment policy analysis, the positive welfare derived idea in practice to learn the ingredients.Part IV: Analysis of the Chinese social security system and summarizes the development of the fruits of development.
