Research On The Safety Of Chinese Citizens

Security is the basic requirement and the most important condition for human existence and development.Citizen security is closely linked to the survival and development of citizens,and it is also an important part of national security.With the economic and social continuous development and the acceleration of globalization,people's material and cultural level have been greatly improved.At the same time,people's survival and development environment has undergone great changes.On the one hand,the living and development space of citizens has been greatly expanded.On the other hand,citizens are facing more and more security threats.China and citizens have recognized the importance of security."Security has become the primary value scale of social development and human happiness." In the new era of China,the major social contradictions have been transformed from the contradiction between the growing material and cultural needs of the people and the backward social productive forces into the contradiction between the growing needs for a better life of the people and the unbalanced uneven development.Citizens are increasingly demanding on safety.Maintaining and safeguarding citizens' safety is incorporated into the top-level design of China and is placed in an important position in the government of China.Xi Jinping's "concept of overall national security",which aims at the safety of the people,has made safeguarding the security of citizens be an important part of the national security strategy.This is necessary requirement of building an overall well-to-do society and realizing the great rejuvenation of the Chinese nation and the "Two Centenary Goals".It is also an inherent requirement of fulfilling the people's growing needs for a better life.Since the 21st century,China's economy and society have witnessed sustained and steady development with the continuous improvement of democracy and the rule of law.The military strength and scientific and technological strength of China are gradually increasing,and mutual benefit and win-win peace diplomacy has smoothly promoted.Under this background,the overall safety of our citizens has been well protected.In the New Year message of 2018,President Xi Jinping pointed out that"the people have more sense of gain,happiness and sense of security." However,our citizens' security still faces severe challenges during the process of China's socialist modernization and the great reju-venation of the Chinese nation.The traditional security factors and non-traditional security factors influence each other.The contradictions among the people and the conflicts between ourselves and the enemy are intertwined.The virtual society and the real world are mutual penetration.The instability factors in China and the unstable factors outside of China are interaction.Many problems,including extreme poverty,food insecurity,terrorism,production safety accidents,theft and fraud and other property crimes,compulsory collection and forced demolition in the process of urbanization,the destruction of the ecological environment,the corruption of public power,pose a serious threat to the safety of life,property and freedom of China's domestic citizens.In the crucial stage of building an overall well-to-do society and realizing the great rejuvenation of the Chinese nation and the "Two Centenary Goals",how to safeguard and realize citizens' security is the key issue to be solved in promoting citizens' free and fully developed and the sustained and stable development of economy and society in the new era.In the new era,we must adhere to the concept of "the purpose of safety is people" and stand in the position of safeguarding citizen's own survival and development with the goal of"human freedom and all-round development" to looking for specific ways to overcome the security plight of citizens and ensure the safety of citizens from a microcosmic point of view.At the same time,we must also stand at the height of national security and national overall development with the goal of "realizing the great rejuvenation of the Chinese nation"and set up the concept of citizens'sustainable security to ponder the overall path of safeguarding and realizing citizen's security from a macroscopic perspective guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era.There are seven parts in this paper including the main contents of introduction,five chapters and conclusion.The introduction mainly elaborates the research background and significance of the problem of citizen security,the review of the research status at home and abroad,the research problems and content and the explaining of research problems,the research methods,the technical route of researching.The first chapter is the origin of the theory of citizen security.In this part,the author excavates the ideas and thoughts about citizen security in China,western countries and Marxism through the study of Marxist theory of human beings regarding the survival of human beings,the property of human beings,the liberation of human beings,the freedom and all-round development of human beings,and critical security studies and "human security" theory in western countries,and security concept in China's mainstream thought,which lay a theoretical foundation for scientifically defining citizen security.The second chapter makes a scientific definition of citizen security.According to the first chapter that the author analyzes the ideas and thoughts about citizen security from China,western countries and Marxism,combined with the academic community on the different definitions of security,scientifically defined the concept of citizen security,the core content and evolving path of the citizen security,and analyzes and discusses the conditions for realizing citizen security and the relationship between national security,social security and citizen security,which lays the foundation for the subsequent systematic analysis of citizen security.This part points out that citizen security refers to the fact that a person with one nationality's status is protected from unlawful internal or external violations and has a guaranteed or guaranteed status in the actual survival and development process.The value of citizen safety lies in citizens' life safety,citizens' property safety and the security of civil liberty,which are the core components of citizen security.That the author incorporates the security of civil liberty into the core elements of citizen security breaks the boundary of traditionally perceived citizen security as life safety and property safety.The third chapter analyzes the growth environment of citizen security,which also can be called the conditions of citizen security initiation.The security issue is accompanied by the existence and development of human beings.However,citizen security as one of the security research fields and as a concern of all sectors of society is something that has been put forward since the concept of "human security" in the 1990s.This shows that the initiation,formation and development of citizen security require certain conditions.This part analyzes the changes about the growth environment of China's citizen security including China's political,economic,social,cultural and international aspects since the founding of People's Republic of China,especially since the reform and opening up.Chapter four makes a realistic consideration of the general situation of China's citizen security from the three aspects of the core content of China's citizen security.The author analyzes the current situation,the predicament and the causes of the dilemma of the citizen security in China from the aspects of citizen's life safety,citizen's property safety and civil liberty.This is the focal point of this article.Chapter five is another focus of this article,which analyzes the path of realizing citizen security in China.Based on the reality of China's citizen security,this part puts forward the path to realize citizen security in accordance with the idea of "sub-total".The first section puts forward specific measures to realize citizen security mainly aimed at the current situation and security dilemmas of China's citizens facing from the aspects of citizen's life safety,citizen's property safety and civil liberty.Based on the general situation of China's citizen security,the second section gives an overall consideration of how to realize the China's citizen security from the overall development of the country.The author puts forward separately the path to realize citizen security of China and make them form a complete system to jointly safeguard and promote the realization of citizen security through the "sub-total" train of thought.The last part is the conclusion.Chinese citizens face many security difficulties,and the factors threatening citizen security are complex and diverse,which of some are unpredictable.However,the factors that threaten citizen security will be gradually solved or reduced with the joint efforts of the Chinese Communist Party,the Chinese government,social forces and citizens.Citizens' survival environment and development environment will be getting better and better,and conditions for guarantee and realizing citizen security will also be more and more perfect.
