The Analysis Of Possibility And Realization Path On The Construction Of East Asian Security Community

As a geography concept, East Asia plays a very important role in the world. The security situation of East Asia affects the global security. After the cold war, East Asia has not had the large-scale war, and has maintained the peace for nearly 20 years. However, traditional and non-traditional security threats are intertwined, and the complexity of security issues is increasing. East Asia is in the state of "peace without security". With the vigorous development of regionalization and the establishment of global free trade system, there is an increased interdependence in East Asia countries, and the concept of security changes, therefore, maintaining security through consultation and cooperation has become the consensus of countries in the region. The construction of Security Community has been put forward.The paper will be divided into three parts. The first part is on the theoretical analysis of possibility on the construction of East Asian Security Community. First of all, the chapter will introduce the definition of East Asia and East Asia Security Community. Secondly, the chapter will summarize some theories of international relations, such as, international cooperation theory in the new free institutionalism, security community theory in the constructivism, regional integration theory in the new functionism and so on, which provide a theoretical support to the construction of Asian regional security cooperation and security community.The second part will analyze the possibility of East Asian Security Community from the view of reality. It includes three aspects: firstly, it will discuss the threat and the opportunity of the construction of East Asian Security Community, and show the changes of power structure, secondly, it will analyze the favorable conditions for construction of the security community in East Asia. The conditions include: the change of view on the security, the enhancement of security cooperation, the promotion of economics and the construction of cooperation system; thirdly, the paper will analyze the negative factors which influence the construction of the East Asian Security Community: the difference between East Asian countries and different interest demands. On the basis of the comparative advantage and negative factors, the construction of East Asian Security Community is feasible.The third part will analyze the realization path of East Asian Security Community. First of all, the paper will compare and summarize the paths to the safety cooperation. Secondly, the paper will provide two modes of step-by-step realization for construction of the East Asian Security Community: "the practice guidance" and "center-expanded"; Finally, the paper will point out that the construction of East Asian Security Community still needs to pay attention to the function of economics and polity, emphasizing the interacting relationship of economics, polity and security.
