Democracy is the life of socialism.The development of socialist democracy with Chinese characteristics is the goal that the Communist Party of China has always insisted on.After criticizing the hypocrisy of the capitalist democratic system,Marx and Engels pointed out that the first step for the Communist Party to lead the revolution in the working class is to win democracy and establish an effective form of democracy to ensure that the people are the masters of the country.At this stage,the socialist democracy with Chinese characteristics for a New Era has taken two forms:one is the electoral democracy with the People's Congress as the main form;the other is the deliberative democracy with the People's Political Consultative Conference as the form of expression.The report of the 19 th CPC National Congress proposed and elaborated on the socialist ideology with Chinese characteristics for a New Era.Its overall task is to achieve socialist modernization and the great part of socialist modernization,and the CPPCC is an indispensable part of the national governance system.Furthermore,the Chinese People's Political Consultative Conference is a specialized consultative agency.This requires the vigorous promotion of the deliberative and democratic institutionalization of the CPPCC for a New Era.The system is made up of various rules,and institutionalization is the process that the system obtains people's recognition and gets people's compliance and implementation.Its characteristic is the stabilization and long-term effect of the system.From a comparative perspective,there are two problems in the dilemma of the "third wave" democratization of the emerging countries.First,simply transplanting western liberal and democratic models,and the democratic system is not established and developed from the actual situation of the country.Second,even with the establishment of a democratic system dominated by elections,there are many problems in the process of institutionalization,which reflect the inadaptability of liberal democracy to the internal structure of developing countries.At present,theCPPCC has made great progress in the construction of democratic institutionalization,but there are shortcomings in the consultation mechanism and the consciousness of consultation.Therefore,this article attempts to negotiate deliberative democracy of the CPPCC as the research object,from the perspective of institutionalization angle to explore,Through the research methods of theory and practice,history and reality,and horizontal and longitudinal research,this paper analyzes the institutionalization of deliberative democracy of the CPPCC,and put forward some thinking on how to further improve the institutionalized deliberative democracy of the CPPCC.This article is composed of six parts,which are mainly divided into introduction and five chapters.The introductory part mainly includes the background and significance of the topic selection,the review of the deliberative democracy institutionalization of the CPPCC,the research methods adopted,the main ideas of the article,and the innovations and shortcomings of this paper.The first chapter focuses on the theoretical logic of the CPPCC's institutionalization of deliberative democracy,mainly including three aspects: first,taking the CPPCC as the logical starting point,it puts forward the role of the CPPCC in deliberative democracy in China.The second is to explain the importance of institutionalization to the deliberative democracy of the CPPCC.The third is the theoretical source of the CPPCC's institutionalization of deliberative democracy,including Marx's democratic system theory,Marx's united front theory and Marx's party system theory.The second chapter analyzes the history and reality of logic democracy building institutionalized consultation of the CPPCC,mainly from three perspectives: Firstly,from the perspective of democratic institutionalization,it analyzes the core role of the CPC in constructing and promoting democratic institutionalization.This is the most important factor in the institutionalization of deliberative democracy of the CPPCC.At the same time,it will reflect on the problems arising in the process of democratic institutionalization in the post-developing countries.These two aspects of the demonstration mainly highlight the central role of the CPC,the other is to build according to the national conditions and the law of democratic development.Secondly,from a historical point of view,it analyzed the stages of the deliberative democratic institutionalization of the CPPCC,including the establishment of theCPPCC National Committee,after the reform and opening up,the new stage in the new century and the New Era of socialism Chinese four period,in order to show the system construction is a long historical process,that has its own rules and characteristics of the people deliberative democracy development.Thirdly,from the perspective of reality,the main social contradictions and changes require the CPPCC to promote the construction of a democratic system of deliberative democracy through deepening reforms.The third chapter explains the main principles and test standards that the CPPCC deliberative democratic institutionalization should follow: the main principles include the leadership of the party,people in power and the principle of the organic unity of the people and the rule of law;adherence to the principle of the fundamental socialist principle;adherence to the modernization direction.The inspection standards include expanding the orderly political participation of the citizens,improving the scientific decision-making of the government,and restricting and supervising the power.The fourth chapter mainly analyzes the main contents of the CPPCC's institutionalization of deliberative democracy,which is mainly analyzed from the perspective of the CPPCC's functions,including three aspects: the first is the establishment of the political consultation system of the CPPCC.The second is the construction of a democratic supervision system for the CPPCC.The third is the construction of participating in the administration and discussion of state affairs.In these three aspects,the contents of political consultations,democratic supervision,and political participation,the operating mechanism,major forms,and practical explorations were separately introduced,and each has its own emphasis.The fifth chapter further promotes the thinking of deliberative democracy institutionalization of the CPPCC and interprets it from four levels: one is to take the CPPCC members as the main body to promote the modernization of the performance of the CPPCC.Two is to improve the consultative consultation system on the basis of the boundary consultation.Three is to cultivate socialism to negotiate democratic culture with the support of cultural construction.Four is to take citizen participation as the key to explore the CPPCC extending to the grass-roots level.
