The Research On Development Of The Deliberative Democracy In The Form Of The CPPCC In New Time

Since the 80s of the 20th century, deliberative democracy has been widely concerned. As a revival of the democratic paradigm, deliberative democracy encourages citizens to actively participate in politic, trying to improve the democratic process, to expand the scope of participation and the importance of free and equal consultation and dialogue to eliminate conflict and ensure public reason and the realization of public interest, to compensate for defects in the form of representative democracy and shortcomings. In this paper, through elaborating the background, meaning and characteristics of deliberative democracy in West, I construct a standard model of deliberative democracy. Consultation is a basic way of dealing with the political problem in human society.From the date of birth, the Communist Party of China have an objective by realizing and developing for people, and actively explore the forms of people's participation in politics. The CPPCC (Chinese People's Political Consultative Conference) is a great creation with Communist Party of China and the democratic forces of China, and it is an important form of participating in politic for the democratic parties, personages without party affiliation and all sectors of China. In addition, The CPPCC has a broad representation, a huge inclusive and democratic consultation of features. The CPPCC and deliberative democracy have a natural connection, so it is an important form of practice of deliberative democracy. On this basis, the article put forward the concept of deliberative democracy in the form of the CPPCC, and designed a analysis framework of value, systems and procedures. The value determines the goal orientation and the legitimacy, the system determines the structure and function, the procedures determines the ways and means of deliberative democracy in the form of the CPPCC. For the construction and development of deliberative democracy in the form of the CPPCC, the three elements are dialectical unity, mutual influence, indispensable, and with equal importance.At present, China's socialist political civilization construction in progress, the development of democratic politics is an important part of the construction of political civilization. The main objective of democracy is to realize and develop people's democratic rights, enriching and developing the way and the form of political participation for people. Deliberative democracy's essence is to expand the orderly participation in politics, so it is a realistic option for developing people's democracy in our country. By analyzing the momentum, performance, significance and problems of development, the paper summarize the basic condition of the Deliberative Democracy in the form of the CPPCC. At last, we give some advice to perfect the Deliberative Democracy in the form of the CPPCC in new time. Combining with deliberative democracy theory to analyze the development of the CPPCC have important theoretical and practical significance.
