Study On Cooperation Between China And Neighboring Regions Under The Geopolitical Power Structre

With the deepening development of globalization and regional collectivization,the integration within the geographical adjacent space is further strengthened.However,depending on what kind of rulers or orders to integrate effectively is the main problem of regional cooperative exploration and discussion under international anarchy currently.As it can neither harm any interests of the state actors in the region to achieve common interests,but also has the characteristics of long-term stability.China's comprehensive national strength has been rising rapidly since entering the new era,developing from a regional power into a world power and powerful country.While any large country and powerful country start from peripheral area to realize national strategy,China is no exception.China has changed the role of an upholder of the international order into an important participant in the formulation of international rules and reshaping of the international order.What's more,after China's rise,it needs a surrounding environment of peace and development as well as the realistic demand of the change of international political pattern in China's neighboring regions.Hence,the establishment of regional cooperation system around China is both an inevitable trend of history and a realistic demand of international relations.At present,the regional cooperation between China and its neighboring countries and regions is mainly regional and sub-regional economic cooperation based on geographical conditions,but actually the geopolitical power structure still profoundly affects the process of regional cooperation and even decides the success or failure of the cooperation.In the system of regional political power structure,there are different models of geopolitical power structure,which can be divided into three types according to the strength of the actors:strong-strong model,strong-weak model and weak-weak model.Different models of geopolitical power structure have different effects on the role and influence of actors in regional cooperation.At present,the regional cooperation between China and its neighboring countries is mainly a strong-strong mode and a strong-weak mode.In the "strong-strong" model,the relationship between major countries is the key to the smooth progress of regional cooperation.Through analyzing the corresponding actual cases,it concludes:firstly,the Bangladesh-China-India-Myanmar economic corridor is a "strong-strong model" of the geopolitical power structure,trying to go hand in hand in multiple areas.However,due to the small external force and the serious shortage of internal demand in this mode,the Bangladesh-China-India-Myanmar economic corridor is vulnerable to the conflict among regional powers.Secondly,the Shanghai cooperation organization,also known as the "strong-strong model" of geopolitical power structure,attaches importance to political and security cooperation.Because of the intense external pressure and internal non-traditional security threats,China and Russia,two major powers,are based on common political and security interests.They adopt a consensus approach in the leading process,making the Shanghai cooperation organization one of the more successful cases of regional cooperation around China.Thirdly,the LMC(LAN Mekong Cooperation)has developed rapidly under the "strong-weak model" of the geopolitical power structure,especially in the economic field.Under this model,it not only effectively avoids the disadvantages of power struggle in the region,but also improves the efficiency of regional cooperation.To sum up,no matter what kind of geopolitical power structure model is,it is necessary to deal with the relations between various state actors in the region,reaching consensus and forming a resultant force.We should also properly handle relations with major countries outside the region.On the one hand,regional cooperation should be promoted by making full use of the advantages of big countries outside the region.On the other hand,the degree of participation of external powers should be restricted to prevent regional cooperation from becoming a stage of international political game.The regional cooperation system promoted by China is a new model of regional cooperation.It is based on the geopolitical power structure system led by China and takes the new type of international relations featuring win-win cooperation and the concept of"co-consultation,co-construction,sharing and win-win" as the guiding principle of regional cooperation.Therefore,the regional cooperation around China will have a broad prospect.
